§ 10.04.010. Scope.

Whenever in this title the following terms are used, they shall have the meanings respectively ascribed to them in this chapter.

§ 10.04.020. Alley.

“Alley” means a public highway which does not exceed twenty feet between property lines.

§ 10.04.025. Authority to erect signs.

The city manager is authorized, subject to the provisions and limitations of this chapter, to place, and when required herein shall place, the following curb markings or curb markings shall have the meanings as hereinafter set forth.

§ 10.04.030. Business district.

“Business district” means the territory contiguous to a street when fifty percent or more of the frontage thereon for a distance of three hundred feet or more is occupied by buildings in use for retail or wholesale business; also any territory contiguous to a street which is immediately adjacent to or a continuation of a street within a business district when such territory is so designated by the chief of police.

§ 10.04.040. Crosswalk.

“Crosswalk” means that portion of the roadway included within the prolongation of curb and property lines at street intersections.

§ 10.04.045. Highway.

A “highway” is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. “Highway” includes “street.”

§ 10.04.046. Holiday.

“Holidays” are: The first day in January, George Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, and Christmas.

§ 10.04.050. Intersection.

“Intersection” means the area embraced within the prolongation of the property lines of two or more streets which join at an angle, whether or not one such street crosses the other.

§ 10.04.061. Loading zone—Yellow.

“Loading zone—Yellow” means no stopping, standing or parking for any purpose other than the loading or unloading of passengers or materials to and from commercial vehicles making commercial deliveries, provided that the loading or unloading of passengers shall not consume more than three minutes, nor the loading or unloading of materials more than twenty minutes, unless the city manager has caused signs to be posted giving notice of a different period in which the restrictions shall apply.

§ 10.04.062. Loading zone, passenger—White.

“Passenger loading zone—White” means no stopping, standing or parking for any purpose other than the loading or unloading of passengers, which shall not exceed three minutes, unless the city manager has caused signs to be posted giving notice of a different period in which the restrictions shall apply.

§ 10.04.065. No parking zone—Red.

“No parking zone—Red” means no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.

§ 10.04.070. Official warning and direction signs and signals.

“Official warning and direction signs and signals” means all warning and direction signs and signals not inconsistent with this title heretofore or hereafter placed or erected under this title or by authority of the city council.

§ 10.04.080. Operator.

“Operator” means any person who is in actual physical control of a vehicle.

§ 10.04.090. Park.

“Park” means to stand a vehicle for a period of time greater than is reasonably necessary for the actual loading or unloading of persons or materials.

§ 10.04.095. Parkway.

A “parkway” is that portion of a street other than a roadway or sidewalk.

§ 10.04.100. Pedestrian.

“Pedestrian” means any person afoot.

§ 10.04.105. Restricted parking zone—Green.

“Restricted parking zone—Green” means no stopping, standing or parking for longer than twelve minutes at any time between seven a.m. and six p.m. on any day except Sundays and holidays, unless the city manager has caused signs, markings or curb markings and signs to be posted giving notice of a different period in which the restrictions apply.

§ 10.04.110. Right-of-way.

“Right-of-way” means the privilege of the immediate use of the street.

“Roadway” means that portion of a street between the regularly established curb lines.

§ 10.04.130. Safety zone.

“Safety zone” means that marked portion of a roadway reserved for the exclusive use of pedestrians.

§ 10.04.140. Sidewalk.

“Sidewalk” means that portion of a street between the curb lines and the adjacent property lines.

§ 10.04.145. Stop or stopping.

“Stop or stopping,” when prohibited, means any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic control device or signal.

§ 10.04.150. Street.

“Street” means every way set apart for public travel except alleyways, bridle paths and foot paths.

§ 10.04.160. Traffic.

“Traffic” means pedestrians and vehicles either singly or together, while using any street for purposes of travel.

§ 10.04.170. Vehicle.

“Vehicle” means every device or animal by which any person or property is or may be transported or drawn upon a street, excepting devices moved by human power or used exclusively upon rails. For the purpose of this title a bicycle shall be deemed a vehicle.
