3.08.010 - General provisions

Where the city council determines that the public interest and necessity demand, the council may propose to create a bonded indebtedness against the city for expenses that will be too great to be paid out of the ordinary annual income and revenue of the city. The proposal shall be submitted to qualified voters in the city at a special election.
