Sec. 4-16-301. - Inspection.¶
A. Every licensee shall permit the City of Irvine, by and through its authorized representatives, access to any portion of the premises used in the conduct of the licensed bingo operation at all reasonable times, and to make such inspection thereof deemed necessary from time-to-time.
B. All records pertaining to the bingo operation, to include ledgers and accounts, shall be kept for three years. Such records, ledgers and accounts shall be made available upon request of the City of Irvine, by and through its authorized representatives. Photocopies shall be provided to the City of Irvine upon request at no charge to the City of Irvine.

Sec. 4-16-302. - Profits to be kept in separate fund or account.¶
A. With respect to organizations exempt from payment of the bank and corporation tax by Revenue and Taxation Code § 23701d, all profits derived from a bingo game shall be kept in a special fund or account and shall not be commingled with any other fund or account. Those profits shall be used only for charitable purposes.
B. With respect to other organizations authorized to conduct bingo games pursuant to this division, all proceeds derived from a bingo game shall be kept in a special fund or account and shall not be commingled with any other fund or account. Proceeds are the receipts of bingo games conducted by organizations not within Subsection A of this Section. Those proceeds shall be used only for charitable purposes, except as follows:
The proceeds may be used for prizes.
A portion of the proceeds, not to exceed 20 percent of the proceeds before the deduction for prizes, or $2,000 per month, whichever is less, may be used for the rental of property and for overhead, including the purchase of bingo equipment, administrative expenses, security equipment, and security personnel.
The proceeds may be used to pay license fees.
C. The licensee shall keep full and accurate record of the income and expense received and disbursed in connection with its operation, conduct, promotion, supervision and any other phase of bingo games which are authorized by this division. The City of Irvine, by and through its authorized officers, shall have the right to examine and audit such record at any reasonable time; and the licensee shall fully cooperate with the City of Irvine by making such record available.

Sec. 4-16-303. - Financial interest in licensee only.¶
No individual, corporation, partnership or other legal entity except the licensee shall hold a financial interest in the conduct of a bingo game.
