Sec. 4-14-701. - Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

School: Any and all public elementary or secondary (grades kindergarten through 12) schools.

School hours: Those hours at a particular school extending from one hour before classes are scheduled to begin to one hour after classes are scheduled to end.

Sec. 4-14-702. - Permission to enter school grounds required.

A. No person shall enter the grounds or facilities of any school during school hours without first obtaining permission from the administrative office of the school or the school district if signs prohibiting such entrance have been posted at the entrance to such school grounds.

B. This section shall not apply to the following persons:

  1. Students currently enrolled at that school;

  2. Teachers, staff members and other employees of the school district;

  3. Service providers and vendors doing business with that school;

  4. Volunteers approved by that school;

  5. Parents of students currently enrolled at that school;

  6. Law enforcement and other governmental employees and representatives conducting official business at that school;

  7. Attendees of school events that are open to the public while those events are open but limited to only those areas that are open for the events;

  8. Attendees of functions authorized by Education Code § 40040 et seq.

Sec. 4-14-703. - Validity.

If any word, phrase, sentence, or provision of this chapter is declared invalid for any reason by a court of competent jurisdiction, the City Council hereby declares that it would have enacted any remaining portions of this chapter.

Sec. 4-14-704. - Penalty for violation.

Any person violating this chapter shall be guilty of a misdemeanor.
