Sec. 5-2-101. - Office established.
The Office of the Director of Community Development of the City of Irvine is hereby created and established. The Director of Community Development shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 5-2-102. - Eligibility.
No member of the City Council shall be eligible for appointment as Director of Community Development until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 5-2-103. - Compensation.
The Director of Community Development shall be compensated within the prescribed annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 5-2-104. - Powers and duties. ¶
A.
The Director of Community Development shall be the administrative head of the community development function under the direction and control of the City Manager. The Director of Community Development's powers and duties may be transferred, modified, exchanged or rearranged at any time as determined necessary by the City Manager.
B.
Such powers and duties shall include, but not be limited to, planning, organizing and directing a multiprogram community development function by presenting reasonable budget recommendations, selecting staff, and approving new or modified programs, systems, policies and procedures; developing and presenting current planning staff projects on topics such as zone changes, subdivisions and site plan review; developing and presenting advance planning staff projects on topics such as general plan
amendments and interpretations, demographic or other statistics and preparing special studies; developing and presenting staff projects on topics such as environmental impact reports, budget requests, and general operating policies; supervising professional engineering work in the review and/or design of private and public works projects, including street and street improvements, sidewalks, sewer systems, drainage structures, parks, public buildings and private buildings and facilities; supervising building permit issuance and inspection services; assisting the Planning Commission and City Council by attending meetings to present staff recommendations; coordinating special projects assigned to outside consultants; working closely with the Director of Public Works and other department heads to avoid duplication of effort; and performing other work as may be designated by the City Manager.

Sec. 5-2-105. - Internal relations; attendance at City Council meetings.
The Director of Community Development or his or her designated representative shall attend all City Council meetings where his or her recommendations are to be considered by the City Council. The Director of Community Development shall inform said members to the best of his or her ability on the status of any matter being considered by the City Council. In addition, the Director of Community Development shall cooperate to the fullest extent with all commissions, boards or committees appointed by the City Council.
