§ 7.30.010. Purpose and authority.

The purpose of this chapter is to establish and impose a benefit assessment to pay for the cost of mosquito abatement services within the boundaries of the Owens Valley mosquito abatement program. The authority for imposing such a benefit assessment is set forth in Health and Safety Code sections 2270(1), 2291.2, Government Code Sections 25482.5 and 53753, and Article XIII D of the California Constitution.

§ 7.30.020. Applicability—Generally.

This chapter shall apply to and be enforceable with regard to all property located within the established boundaries of the Owens Valley mosquito abatement program. The boundaries of the Owens Valley mosquito abatement program and the zones of benefit and parcel classifications therein have been adopted by the board of supervisors and are shown in the latest engineer's report concerning the Owens Valley mosquito abatement program on file at the Inyo County office of agricultural commissioner/sealer of weights and measure; all data, notations, references and other information shown therein shall be as much a part of this chapter as if fully described herein.

§ 7.30.030. Parcel classification.

Each parcel within the jurisdictional boundaries of the Owens Valley mosquito abatement program shall be classified as to its use, in accordance with the most recent engineer's report adopted by the board of supervisors and concerning the Owens Valley mosquito abatement program, and an annual benefit assessment shall be imposed thereon and collected in accordance with that engineer's report and Sections 7.30.040 and 7.30.050.

§ 7.30.040. Benefit assessment.

The annual benefit assessment for each parcel of property located within the jurisdictional boundaries of the Owens Valley mosquito abatement program, according to classification, is as follows:

Notes:

* For parcels in excess of 1 acre, additional SFE of 0.20 per acres over 1 acre with 2.0 maximum additional SFE.
** For agricultural and other land parcels, any residential units on such parcels are assessed at the rates for residential units listed herein.

§ 7.30.050. Collection of fees.

The Owens Valley mosquito abatement program benefit assessment shall be collected in the same manner and at the same times as property taxes.
