All City Officers shall keep their respective offices open for the transaction of business continuously from eight a.m. until five p.m. each day except Saturday, Sunday, holidays and days specially declared by the Mayor to be days upon which ordinary City business should not be transacted. The Police and Fire Departments shall provide appropriate police and fire protection within the City at all times. All other departments of the City shall provide and maintain emergency services necessary for the proper operation of each respective department. The City Council may direct that departments or offices remain open for the public at hours in addition to those provided for in this Section.

§ 2-18.1. Convenience Fee for Electronic Payments.

The City Administrator or designee is authorized to establish and collect a convenience fee ("fee") that shall apply to the total payment charged to each credit or debit card transaction made via electronic commerce technology. The fee shall only be imposed one time on each credit or debit card used in a transaction. The fee shall be in addition to the total amount of the original fee, fine, or bill owed to the City, plus any applicable surcharge, interest, penalty, or late charge. This fee shall not exceed any applicable provision of Federal, State, or local law.
