Inglewood Municipal Code Art. 10 Procedures for Naming of Public Facilities

§ 2-290. Purpose.¶
It is the purpose of this Article to establish a uniform policy regarding requests for the naming of City facilities or portions thereof that are compatible with community interests and will enhance the values and heritage of the City of Inglewood.

§ 2-291. Policy.¶
(a) Facilities Included. Facilities to be included for consideration as a subject for dedication and/or naming may include any public structure, room, park, street, wall, mural, plant, lawn or garden, historical document (such as a collection of biographies), plaque, or statue.
(b) Facilities Excluded. Facilities to be excluded from consideration for dedication and/or naming as provided for in this Article are hereby identified as follows:
(1) Veteran's Memorial Building.
(2) City Hall/Civic Center.
(3) Facilities under the jurisdiction of another governmental entity.
(4) Facilities the naming or dedication of which would disturb or be in conflict with existing community themes and streets.
(c) Items to Consider. In naming City facilities, the City Council and its Advisory Committee shall consider the following:
(1) Recognizing geographic topographic or historical features or events associated with the City of Inglewood;
(2) Commemorating persons who have served the City in an exceptional and distinguished manner;
(3) Commemorating persons who have made a significant contribution to society in any area including, but not limited to, health, education, civil involvement, housing, public service, employment or the arts;
(4) Commemorating individuals or organizations that have made significant donations of land, funds, materials, equipment or facilities to the City, giving due consideration to whether a substantial financial contribution has been made to provide for the improvement, upkeep or operation of the facility;
(5) Avoiding recognition of those whose contribution has been appropriately recognized by other City facilities or other means; and
(6) Avoiding the naming or dedication of a City facility that would disturb or be in conflict with existing community themes, values or heritage.

§ 2-292. Establishment of Advisory Committee.¶
There is hereby established an Advisory Committee consisting of five members to assist the City Council in adjudicating applications for the naming of public facilities.
Each City Councilmember shall appoint one committee member from their respective district. The Mayor shall appoint one committee member at large from within the City. The desired term for each committee member is one year, and three committee members shall constitute a quorum for the transaction of business.

§ 2-293. Application Approval Process.¶
The application process shall consist of the following steps:
(a) All applications to name or rename a City facility shall be submitted in writing to the City Clerk on a standard application form developed and maintained by the office of the City Clerk. The application must contain detailed justification for the request, including supporting documentation, demonstrating compliance with the City's policies for naming City facilities.
(b) The City Clerk shall notify the Advisory Committee and schedule a noticed public hearing within thirty days of receipt of a bona fide application. At the hearing the Advisory Committee will hear public comments concerning the application.
(c) Thereafter, the Advisory Committee shall present their findings and recommendations to the City Council at the next available regularly scheduled City Council meeting.
(d) If the application is approved by the City Council, the applicant shall pay all expenses related to changing the name of the City facility. Failure of the City Council to take any action within ninety days will be deemed a rejection of the nomination.

§ 2-294. City Council Voting Procedure.¶
(a) An application to name any facility pursuant to this Article requires the unanimous vote of all five members of the City Council.
(b) Exception. An application may be approved by four unanimous votes only if:
(1) Four members of the City Council are present at the public meeting; or
(2) A member of the City Council recuses him or herself from voting, in which case said member shall not be counted toward establishing unanimity.
(c) An application shall not be approved by three unanimous votes.
