Article 16 — "P" AUTOMOBILE PARKING ZONE

§ 12-37. "P" Zone. Designation and Permitted Uses.

The P Zone designation may supplement residential zone designations if adjacent to commercially or industrially zoned lots and shall be denoted as R-1P, R-2P, R-3P or R-4P. The following uses shall be permitted in the P Automobile Parking Zone unless otherwise provided in this Chapter:

  • (1) Any use permitted in the R Zone in which the lot is located.

  • (2) Open air, at-grade or below-grade, temporary parking for automobiles belonging to business patrons or employees of a neighboring commercial or industrial use; provided, that the area so used shall conform to the provisions of Section 12-37.1 and Section 12-37.2 and provided that the areas shall not be used for vehicle storage, limousine or fleet vehicle parking/storage, vehicles sales or rental lots, delivery truck parking, delivery truck loading or unloading, or any other type of storage of vehicles, equipment or materials.

  • (3) The parking lot use or the R Zone use shall be exclusive of the other use, and no use of a lot shall be a combined parking lot use and R Zone use.

  • (4) The following uses shall additionally be permitted only on lots zoned R-3P or R-4P:

    • (a) Day care facilities or nursery schools (no age limitation) subject to Special Use Permit approval.

(b) Fraternities and sororities subject to Special Use Permit approval. (Ord. 87-15 6-20-87; Ord. 95-10 4-11-95)

§ 12-37.1. Parking Lot Access.

Vehicular access to a parking lot development on a P Zone lot shall be provided as follows:

  • (1) If the P Zone lot abuts the commercial or industrial lot it is serving, and both lots have frontage upon the same street, vehicular access may be provided from that street or directly from the abutting commercial or industrial lot. No vehicular access shall be provided to the parking lot from any other residential street.

  • (2) If the P Zone lot has frontage upon a street and the commercial or industrial lot it is serving has frontage upon the opposite side of the same street, vehicular access shall be provided from that street. No vehicular access shall be provided to the parking lot from any other residential street. No part of the parking lot shall be located farther than three hundred feet from the commercial or industrial lot it is serving.

  • (3) If an alley separates the P Zone lot from the commercial or industrial lot it is serving, vehicular access shall be provided from the alley. No vehicular access shall be provided directly to the parking lot from a residential street. No part of the parking lot shall be located farther than three hundred feet from the commercial or industrial lot it is serving.

  • (4) If the location of the P Zone lot does not satisfy any of the preceding provisions, the only vehicular access to the P Zone lot shall be directly from the commercial or industrial lot which must be abutting the P Zone lot. No vehicular access to the parking lot shall be provided from a residential street.

None of these provisions shall preclude a gated emergency access driveway from a residential street if required by the Inglewood Fire Department.

§ 12-37.2. Improvement Required.

Automobile parking use, in lieu of an R use, shall be subject to the following requirements:

  • (1) All improvements as required by Article 19 of this Chapter.

  • (2) No portion of the parking lot or other paved area, except a driveway if permitted, shall be located within any street-facing yard setbacks otherwise required for the "R" Zone in which the lot is located. Such setbacks shall be landscaped with trees, shrubs and groundcover.

§ 12-37.3. Repealed.
