4.01.010 - Businesses required to be licensed.¶
A. A person representing him or herself or exhibiting any sign or advertisement that he or she is engaged in a business within the City of which a license fee is levied by Title 5 of this Code shall be deemed to be actually engaging such business and shall be liable for the payment of such license fee and subject other penalties for failure to comply with the requirements of Title 5 of this Code.
B. No person shall do business within the city as the employee, agent or representative of another person unless either the principal or the employee, agent or representative has a current, valid business license for the business, if so required by Title 5 of this Code no matter where the principal officers of that business are situated.
C. A separate license shall be obtained for each branch establishment or location of the business transacted and carried on and for each separate type of business or business classification at the same location. Each license shall authorize the licensee to transact and carry on only the business licensed thereby at the location or in the manner designated by the license.

4.01.020 - Business license application requirements.¶
A. Each person desiring to apply for a license to operate, engage, conduct or carry on the business in the City shall make that application on such forms and in such manner as the city manger may prescribe. The application must be filed with the City, accompanied by the applicable license fee and contain the following information in addition to any other information reasonably required by the City.
Date of application.
Name, address and phone number of the business owner(s). In accordance with California Business and Professional Code § 16000.1(2), the address must be where the individual consents to receive service of process. This address is a public record. An acceptable address for this purpose shall include a post office box or private mailbox in lieu of a home address pursuant to California Business and Professional Code § 17538.5. This provision applies to an applicant using mailbox vendors. In order to take advantatge of this provision, the applicant shall comply with each of the following requirements:
i. File a U.S. Postal Service Form 1583 with the U.S. Postal Service, containing their current business street address or home address; and
ii. Sign an acknowledgement in accordance with the provision set forth in the California Business and Professional Code § 17538.5(f).
iii. Copies of documents in this section must be on file with the City.
The name and physical address of the business, including the APN number; the address where the business will be located or have its office within the City, and the address of the principal office of such business.
Brief description of the nature of the business, including its primary or predominant business activity.
The date that business operations will commence.
The average number of persons enployed.
Number of commercial vehicles.
Person who may be contacted in case of emergency and the phone number where that person may be reached.
Health Department Certificate Number.
Workers Compensation carrier and number.
State Board of Equalization Number.
The types of hazardous materials, if any, regularly maintained on the premises.
Whether any local, state of federal licenses, certificates, registrations or permits are required for the business and the identification of such licenses, certificates, registrations or permits.
A verification by signature of the applicant, or authorized agent submitting the application on behalf of the applicant of the following:
i. The information stated in the application is true, accurate and complete; and
ii. The business license is in compliance with all applicable federal, state, and local law, regulations and ordinances; and
iii. The applicant or authorized agent has read, understands and agrees to abide by this ordinance; and
iv. The authorized agent has the requisite power and authority to sign and submit the application on behalf of the applicant, if the applicant is an entity.
- Any other information necessary to enable the city manager or designee to review the application to determine whether the application should be approved.
B. The City shall accept a California driver's license, California identification number, an individual taxpayer identification number (ITIN), or a municipal indentification number in lieu of a social security number.
C. Personal information collected for purposes of issuing a business license by the City shall be confidential, shall not be available to the public for inspection, and shall not be disclosed except as required to administer the licensing program or comply with a judicial warrant, subpeona, or court order. For purposes of this section, "personal iinformation means all of the following:
An applicant's residential address if the applicant provides a different address pursuant to section 4.01.02(A)(2).
A California driver's license, California identification number, and individual taxpayer identification number (ITIN), a municipal identification number or a social security number.
Income and tax information.

4.01.030 - Posting and display of license.¶
Licensee shall post the license in the conspicuous place upon the business premises, available for inspection by the public and any employees and prospective employees of the business. When the licensee has no office, business premises or other established place of business within the City, a photocopy must be in the possession of the agent or representative of the business who is present in the City at all times during which the business is being transacted by the agent or representative in the City. If a licensed business is based in a motor vehicle, a photocopy of the license must be carried in the motor vehicle.
