3.44.010 - Purpose.

The purpose of this street sweeping fee herein established is to provide revenue which shall be used only for the total operation and maintenance of the street sweeping program in the City of Huron.

3.44.020 - Definitions.

As used in this chapter:

"Area" shall mean the total square footage or acreage of a particular parcel of land.

"City" shall mean the City of Huron.

"Commercial utility unit" shall mean each commercial business which is for the purpose of retailing or wholesaling goods or services.

"Director" shall mean the director of public works of the City of Huron or his/her authorized deputy, agent or representative.

"Lineal foot" shall mean the total number of lineal feet adjacent to a public street or highway regardless of whether property has curbs and/or gutters.

"Residential dwelling unit" shall mean each single-family residence, apartment or living quarter unit which is for the purpose of establishing a living quarter.

3.44.030 - Requirement of payment of street sweeping fees.

For the privilege and benefit of having streets swept in Huron on a systematic basis which in turn beautifies our community and reduces the build-up of silt and mud which can be hazardous to pedestrians and vehicles, all parcels of land within the City of Huron shall be required to pay a street sweeping fee to the City of Huron.

3.44.040 - Street sweeping fee fund.

All street sweeping fees collected for sale to the provisions of this chapter shall be placed into a special account which is created and established for such purposes and which shall be known as the "City of Huron street sweeping fee fund." Revenue, deposited into said fund shall be used for the operation, maintenance and acquisition of street sweeping equipment.

3.44.050 - Fees.

A schedule of fees shall be adopted by resolution of the city council of the City of Huron. Such fees may be amended from time to time based on the cost of providing such utility service.

3.44.060 - Payment of fees.

The street sweeping fees shall be collected by the finance director of the City of Huron as part of the City's utility billing program, generally by the finance department.

3.44.070 - Failure to pay.

Failure to pay street sweeping fees to the City of Huron shall result in the discontinuance of other City utilities.

3.44.080 - Effective as to certain real property.

This chapter shall be effective only as to real property located on paved streets and situated within the incorporated limits of the City of Huron and shall apply to all real property regardless of whether the real property has curbs and/or gutters or whether vacant or occupied.
