Guidelines and Procedures for the Evaluation of the Environmental Effect of Projects as required by the California Environmental Quality Act are included in Resolution No 77-29. The enforcement provisions thereof are set out in the following sections. 381-2. Permits. Issuance of permits for any part of proposed discretionary projects shall be withheld until environmental documents have been approved as required by these guidelines. All departments, officers and public employees of the County vested with the duty or authority to issue permits, certificates or licenses shall issue no permit, certificate or license for uses, buildings or purposes in conflict with the provisions of these guidelines, and any such permit, certificate or license issued in conflict with the provisions of these guidelines shall be null and void.

381-3. Construction. The site or location of a proposed discretionary project shall not be physically altered by the owner or his/her agents until the environmental documents for the project have been approved by the lead department and posted in the manner required herein and until all applicable County permits have been issued. 381-4. Exceptions. The lead department may grant exceptions to the preceding two sections authorizing temporary or minor site alterations which do not as a practical matter commit the owner or the land to completion of the proposed discretionary project. 381-5. Public Nuisance. Any construction or physical alteration of the site of the proposed discretionary project contrary to the provisions of these guidelines shall be, and the same hereby is declared to be, a public nuisance and shall be subject to injunction and abatement as such. 381-6. Penalty. Any person whether principal, agent, employee or otherwise violating or causing or permitting the violation or any of the provisions of these regulations shall be guilty of a misdemeanor.
