Humboldt County Municipal Code § 13.13 Grounds for Appeal to the Coastal Commission

The grounds for an appeal pursuant to Section 13.12.1 through 13.12.5 shall be limited to an allegation that the development does not conform to the Certified Local Coastal Program and the public access policies set forth in the Coastal Act. The grounds for an appeal of a denial of a permit pursuant to section 13.12.4 shall be limited to an allegation that the development conforms to the standards set forth in the certified local coastal program and the public access policies set forth in the Coastal act. An appellant shall be deemed to have exhausted local appeals for purposes of filing an appeal under the Commission’s regulations and be an aggrieved person where the appellant has pursued his or her appeal to the local appellate body in person or in writing; except that exhaustion of all local appeals shall not be required if any of the following occur:
