Chapter 16.12 — MASTER SUBDIVISION PLANS

When a subdivider initiates a proposal for any type of development on a portion of a larger parcel of land in the same ownership, the planning commission may require a master subdivision plan of the total ownership whenever:

A.

The action taken on the area currently proposed for development will materially affect land usage, circulation, water supply and the disposal of sewage effluent or drainage on the remaining property;

B.

The proposed initial development is the first stage in development of the remaining property;

C.

The total area of the ownership is of such magnitude that development will materially influence a significant area in the vicinity or will have a material impact on plans for city roads, drainage or other public facilities.

A property owner will be required only to show future plans in such detail as to permit evaluation of the current proposed development with relation to the probable development trend of the balance of an ownership parcel and the effect of ultimate total development on adjacent areas and facilities.

Optionally, a property owner or adjacent property owners may file a formal master subdivision plan for an area of unincorporated land, in such detail and form as may be prescribed by the planning commission. This shall then be heard at a public meeting of the commission, upon notice as required by this chapter. If approved or conditionally approved, the plan shall be forwarded to the city council. The city council shall consider such plan at a public meeting upon notice, as required by this chapter, and, if approved, such plan shall become a supplement to the general plan of the city or of any general plans of segments of the city that may be officially adopted. It shall then have the status of an official plan for the property covered.
