12.20.010 - Issuance of moving permit—Specific types of equipment.¶
The city engineer or his designee may, in his discretion, upon application in writing and if good cause appear, issue a permit authorizing the applicant to operate or move over and along highways or routes under the jurisdiction of the city, specific pieces of mobile mechanical equipment on specific vehicles, or emergency public utility equipment on specific vehicles. Any such permit shall be subject to the following conditions.

12.20.020 - General.¶
A. Limit of Authorization.
The permit is valid only on routes under the jurisdiction of the city.
The permit is not valid on state highways (includes the roadway crossing under or over a state freeway). A separate moving permit will be required on state highways.
The permit is not valid on streets or bridges which have posted weight limits.
The permit shall be limited to specified routes or a specified area of the city and shall specifically describe the routes or the area of the city to which it is limited. This limitation shall be fixed by the city engineer or his designee so as to afford protection to routes under the jurisdiction of the city and the traveling public.
The granting of the permit shall in no way relieve the permittee from liability for damage to the routes under the jurisdiction of the city, or to persons or property.
The permit shall be issued for a specific period of time designated by the city engineer or his designee and set forth in the permit, which period shall not exceed one year.
The permit may be issued subject to such other conditions as the city engineer or his designee deems necessary for the protection of the routes under the jurisdiction of the city.
The application for a permit pursuant to this section shall be made on a form furnished by the city engineer or his designee and shall contain the information required by Section 710 of the California Vehicle Code and such other information as may be required by the city engineer or his designee.
B. Night Moves. Any load moved during night-time hours shall meet all requirements of state and county and city regulations and shall be properly lighted with warning lights and signs as may be required by law and ordinance. A pilot car is required for loads over ten feet wide.
C. Parking of Vehicle. A permittee shall not, during restricted hours or any other time, stand or park the permitted vehicle where it creates a definite hazard or traffic obstruction. If the vehicle is in one of the abovementioned areas at the beginning of a restricted movement period it shall continue to move, using reasonable care and precaution to prevent traffic disruption, to the nearest suitable spot enrooted where the load may be parked for the duration of the restricted period.
D. Operating Hours. This permit is effective within the period stated on the face of the permit. Unless specifically stated otherwise, (See Section 12.20.030) moving is prohibited from seven a.m. to nine a.m. and four p.m. to six p.m., and from five a.m. Saturday until sunrise Monday. No moving during fog, rain or snow and the following holidays: Fourth of July, Labor Day, Thanksgiving, Christmas, New Years, Memorial Day.
E. Permit to be Carried on Vehicle. A permit is valid only when it is carried on the permitted vehicle.
F. Permit Subject to Inspection. A permit is the property of the engineering department and must be surrendered upon demand to any law enforcement officer or employee of the engineering department charged with the care and protection of highways.
G. Comply With Applicable Laws. Except as specifically provided in the permit, the requirements of the vehicle code and any other applicable laws must be complied with in all particulars.

12.20.030 - Over length.¶
A. Pilot Cars. Pilot cars are required fore and aft when the overall length is one hundred (100) feet long or over, unless otherwise specified on the face of the permit. The pilot cars shall display additional signs as set forth in Section 12.20.070.
B. Restricted Hours. Any overall length of one hundred (100) feet long or over will be restricted to the hours of Midnight to five a.m. and may not move from five a.m. Saturday until sunrise Sunday.
C. Inspection. Any overall length of one hundred (100) feet long or over is subject to inspection by the city engineering department forces and must be arranged for twenty-four (24) hours before the scheduled move.
D. Keep to Right of Center Line. The load must be kept to the right of the highway center line at all times and must stay off shoulders except when entering or leaving the highway or when necessary to allow trailing traffic to pass on narrow or winding roads.

12.20.040 - Over width.¶
A. Pilot Cars. Pilot cars displaying signs the same as specified in Section 12.20.070 shall be provided by the permittee both fore and aft when the load is fourteen (14) feet wide or more and shall provide for either fore or aft for loads over twelve (12) feet wide (two or three lanes fore, four or more lanes aft).
B. Restricted Hours. Any load or vehicle fourteen (14) feet wide or wider shall be restricted to moving during the hours of eleven p.m. to five a.m. and may not move from five a.m. Saturday until Monday. Any load or vehicle over ten feet wide, but less than fourteen (14) feet wide, shall not move between the hours of six to nine a.m. and three to six p.m. Monday through Friday and from three a.m. Saturday until sunrise Monday.
C. Inspection. Any load fourteen (14) feet or over is subject to inspection by the engineering department forces and must be arranged for twenty-four (24) hours before scheduled move.

12.20.050 - Over weight.¶
A. Impaired Vertical Clearance. It shall be the responsibility of the permittee to check all underpasses, bridges, overhead wires or other structures for impaired vertical clearance and to bypass or arrange clearance at such locations.
B. Overhead Lines. Permittee must notify the owner of all overhead lines subject to disturbance or damage by his operation at least twenty-four (24) hours in advance of work and mutually agreeable arrangements must be made between the parties involved.
C. Snooter and Roof Boards. Snooter and roof boards are required from eighteen (18) feet high to above the highest point of load. Any load in excess of twenty (20) feet shall be provided with a means of access to the highest point.
D. Restricted Hours. All loads eighteen (18) feet high or higher shall be moved during the hours of eleven p.m. to five a.m. and may not move from six a.m. on Saturday until 12:01 a.m. Monday.
E. Pilot Cars. A pilot car displaying signs the same as specified in Section 12.20.070 shall be provided for all loads eighteen (18) feet high or higher.
F. Inspection. Any load eighteen (18) feet or over is subject to inspection by the engineering department forces and must be arranged for twenty-four (24) hours before the scheduled move.

12.20.060 - Over weight.¶
A. Allowable Over weight. Axle weights shall not exceed those shown on the face of the permit.
B. All gross loads in excess of seventy-five (75) tons shall not exceed five m.p.h. when approaching any crossing or structure.

12.20.070 - Signs.¶
A. Unless specifically stated otherwise on the face of the permit, all loads or vehicles being moved in the city under the provisions of Section 35780 California Vehicle Code, exceeding one hundred (100) inches in width, exceeding legal length, or fourteen (14) feet in height when loaded, or with more than ten feet of overhang must display appropriate warning signs. All signs shall be removed immediately upon completion of the move.
B. Signs shall be posted on front and rear and shall read "OVERSIZE LOAD," "WIDE LOAD," or "LONG LOAD," or as appropriate for front or rear overhang. The "OVERSIZE LOAD" sign shall have preference when a combination of features exist. The lettering shall be a ten inch minimum height with a two inch minimum brush stroke and a minimum of one inch border all around. All signs shall be black letters on a yellow background mounted at least eighteen (18) inches above the road surface front and rear. Signs must be neat, clean, legible, mounted securely and visible from straight ahead or behind and to forty-five (45) degrees each side thereof. All signs must be illuminated for night moves, or be constructed of suitable reflectorized material to be clearly visible to approaching traffic.

12.20.080 - Fees.¶
All fees for single-trip or annual transportation permits shall be established by resolution of the city council.
