12.04.010 - General provisions.

A. Street names shall be consistent with themes or associations which promote a neighborhood concept. They shall be pleasant sounding, appropriate, and easy to read and pronounce. Homonyms shall be avoided whenever possible.

B. Street names shall be continued when the street crosses an intersection. Street names shall not be continued around knuckles.

C. Wherever possible, conflicts with like names in adjacent incorporated or unincorporated areas shall be avoided.

12.04.020 - Street categories.

A. Through streets traversing generally north and south shall be "Avenue," those traversing generally east and west shall be "Street."

B. Cul-de-sacs shall be given the name "Court." Courts shall not have the same name as the street or avenue they terminate upon. Cul-de-sacs shall be named the same as a street only when the street enters directly into it.

C. Looping or circular streets shall be called "Loop" or "Circle" and be named with the same street name as the through street it terminates upon. The street connecting a loop or circle to the street shall be called a "Way."

D. Through streets changing direction forty-five (45) degrees or more shall be named "Trail" or "Drive." The off-set portion shall be designated with a prefix of either "North," "South," "East" or "West" depending upon the orientation of the off-site portion.

E. Special street names to be assigned by the city:

  1. Boulevard;

  2. Highway;

  3. Parkway;

  4. Outer Highway;

  5. Road.

12.04.030 - Street names.

A. Subject to the approval of the building and safety department, it is the responsibility of the applicant for development resulting in new streets to submit names to the city for approval.

B. Street names shall be consistent with themes or associations which promote the rural atmosphere of the community. Examples of themes are as follows:

  1. Western heritage;

  2. Minerals and gems;

  3. Trees/shrubs/bushes/and flowers;

  4. Birds;

  5. Horse breeds;

  6. Historic places and events;

  7. Presidents;

  8. States and geographical locations.

C. Streets shall not be named after local personalities unless approved by the city council.

12.04.040 - Lot and parcel numbering.

A. Grid System. Utilizing the San Bernardino County grid system, the city is divided into grids with each mile separated into eight gridlines. The lines increase in number progressing from south to north and from west to east. With eight lines per mile the address system increases one hundred (100) numbers every six hundred sixty (660) feet.

B. Even and Odd Street Numbers.

  1. Even street numbers shall be assigned to the north and west sides of streets. Odd street numbers shall be assigned to the south and east sides of streets.

  2. Curving streets shall be numbered consistent with the designation for each portion of the street.

  3. Loops shall be numbered with either even or odd numbers entirely around the outer lots in the loop with all interior lots using the opposite. Loops and circles opening generally to the south and west shall have even numbers on the outer lots while those opening to the north and east shall have odd numbers around the outer lots.

C. Complex Numbering. Complexes or groups of buildings, such as apartments, shopping centers and condominiums shall have one primary number for the site. Each building shall be designated with a letter and each suite, apartment or unit within the building shall bear a unit number.

12.04.050 - Building numbering.

A. Posting or Designating Street Address Numbers. The owner or person responsible for any building to which a number has been assigned shall post and maintain the designated street address numbers subject to the following:

  1. Building numbers shall be placed on each street frontage on the right hand side of the building being faced or at a location approved by the building official. Whenever a principal building is occupied by more than one business or dwelling unit, each tenant or unit shall display suite or space identification.

  2. Multiple buildings on a lot shall have numbers assigned and posted in a manner determined by the building and safety department.

  3. Numbers shall be aligned horizontally and be internally or externally lighted. In all cases, the address shall be positioned to be readily visible from the public way(s).

B. Building Address Number Sizes. The following minimum sizes shall be considered to meet the intent of the building numbering requirements.

  1. Single-family residential uses shall have four inch high letters up to fifty (50) feet from the curb, six inch high letters up to one hundred (100) feet from the curb and eight inch high letters if over one hundred (100) feet from the curb.

  2. Multiple residential uses shall have six inch numbers up to fifty (50) feet from the curb, and eight inch numbers up to one hundred (100) feet from the curb, and twelve (12) inch numbers over one hundred (100) feet from the curb. Individual numbers on apartment units shall be at least four inches in height.

  3. Commercial and Industrial buildings shall have eight inch letters up to fifty (50) feet from the curb, twelve (12) inch letters up to one hundred feet from the curb, and twenty-four (24) inch letters if over one-hundred (100) feet from the curb. Unit or space numbers may be installed directly over the doors, and shall not be less than three inches or more than six inches in height.

  4. Nonbuilding uses such as junk yards, lumber yards, and similar uses surrounded by fences shall have numbers at least six inches high mounted on a contrasting background near each driveway or entrance point and shall be visible from the street.

  5. Buildings of three or more stories shall have the street address posted on the roof top oriented upward and readable from the frontage street direction. Numbers shall be twelve (12) inches in height with a three inch stroke and numbers at least five inches wide. Roof top numbers shall not be visible from the street.

  6. Buildings fronting on two or more public ways shall have numbers assigned by the building and safety department and take into consideration street classification (local, collector, etc.) and other traffic concerns. In general, the narrow dimension on the street will be considered the front, but access shall be taken from the lesser classified street whenever possible.

C. Rear Door Numbering.

  1. The rear door of multi-occupancy commercial or industrial building shall be marked with suite designation.

  2. Multi-building sites shall place building number and suite number indicated on rear door.

  3. Letters or numbers shall be minimum four inches in height, one-half inch stroke.

12.04.060 - Complex directories.

Apartments, condominiums and commercial or industrial complexes with more than three separate buildings on site shall have a building directory.

A. Placement. Directories are to be posted at the main entrance(s) to the complex on the entry driveway side. The main entrance shall be from the street where the address is assigned. Directories shall not be located in the public right-of-way or clear sight triangle areas.

B. Size. Directories shall be of sufficient size to be clearly visible from the public roadway serving the entrance driveway, but in no case less than two feet in either dimension or six square feet. Directories shall be identified with six inch or larger address numbers on contrasting background.

C. Power Source. The directory shall be lighted from a power source dedicated to the general premises.
