Sec. 58-31. - Department established; supervision.

There is created the planning department of the city. The administrative head of the planning department shall be known as planning director, which position is created.

Sec. 58-32. - Departmental functions and duties.

The functions, responsibilities and duties of the planning department shall be as follows:

(1) Serve as administrative and technical advisor to the city planning commission.

(2) Assist the city planning commission in the preparation, maintenance and regular review and revision of the comprehensive plans for the physical development of the city in accordance with the provisions of the state planning law.

(3) Assist the city planning commission in the administration of the city zoning ordinance, the city subdivision ordinance, the state planning law and any other laws, regulations or policies of the city.

(4) Assist, as directed by the city manager, in the preparation of studies and reports relating to the placement and development of all public properties.

(5) Assist, as directed by the city manager, all city commissions and departments of the city in city planning and development.

(6) Assist, as directed by the city manager, in the preparation and presentation of reports and administrative studies relating to the review and analysis of all governmental activities of the city.

(7) Maintain population data and estimates for use by the city and the general public, and, in addition thereto, maintain such data relating to the city and the general area as may, in the opinion of the planning director, be of significant assistance in city planning and development.

(8) Promote public understanding of the purposes and objectives of planning, zoning and related programs developed and administered by the city.

(9) Perform such other functions as may, from time to time, be assigned by the city council, the city manager or the city planning commission or by applicable state laws.
