§ 3.32.010. Established.

The library capital outlay fund is established in the city pursuant to the provisions of Sections 53730 through 53737 of the Government Code of the state.

§ 3.32.020. Purpose.

The library capital outlay fund is established for the purpose of creating and accumulating a fund for the acquisition, construction and improvement of a new library building for the city, either separately or in a combined library building established for the use of both the city and the county.

§ 3.32.030. Use of funds.

The library capital outlay fund shall be used for the construction, purchase, acquisition or joint acquisition of a new library building or for the city's contribution to a library building constructed by the county, for the purchase of equipment for such library, and for the purpose of making improvements to the facilities, grounds, parking areas, and other improvements necessary or convenient for such library building.

§ 3.32.040. Property tax rate.

The council shall provide each year for the levy, assessment and collection of a tax in an amount to be determined by the council for that year for the purpose of accumulating the library capital outlay fund.
