Sec. 2-4-1. - Personnel system.¶

The city council will adopt a personnel system to be administered by the city manager. The preparation, installation, revision, and maintenance of a position classification plan covering all positions in the competitive service, including employment standards and qualification for each class shall be included in the personnel rules.
