Sec. 2-3-1. - Established.

There is hereby created and established the Gustine Youth Involvement Commission.

Sec. 2-3-2. - Members: appointment: terms: qualifications: removal.

The commission shall consist of seven members who shall serve for the term of their appointment or until a successor is selected.

Two of the members shall be appointed by the council and shall serve for a term of one year and two years respectively.

Two of the members shall be appointed by a majority vote of the commission, and said members shall serve for a term of one year and two years respectively.

Two members shall be elected by a majority of the general student membership of the Gustine High School, and each shall serve a term of one year.

The mayor, with approval of the council, shall appoint one member of the council to serve as an ex officio member of the commission without the right to vote. The term of an ex officio member shall correspond to the person's term on the council.

Each member of the commission may serve two full terms. A commission member eligible for reappointment may not be a party to the nominating process. Should a vacancy occur, the body whole which appointed that member creating such a vacancy shall have the power to appoint the replacement.

Sec. 2-3-3. - Compensation.

All members of the commission shall serve without compensation.

Sec. 2-3-4. - Officers and committees.

The commission shall elect from among its members a chairman and may appoint a secretary who need not be a member of the commission. The commission may also create such committees as it deems necessary for the performance of its duties and may delegate to such committees such investigations, studies, and other administrative duties as it may deem advisable.

Sec. 2-3-5. - Meetings.

The commission shall meet upon the call of the chairman but in no event less than quarterly.

Sec. 2-3-6. - Powers and duties.

The commission shall have the powers to:

(1) Coordinate and constructively encourage youth counseling and youth services programs in the city;

(2) Carry out the object of the commission program as a community cooperative effort, accepting referrals from the police, schools, parents, churches, and students themselves;

(3) Carry out the functions of the commission program, including counseling and guidance, exploring alternatives to meet a variety or practical youth needs and a concerted program to train local volunteers to be more effective in advising, counseling, and communicating with the youth of the community;

(4) Assist in the planning of a youth involvement commission program for the community, promote and stimulate public interest therein, and to that end solicit to the fullest extent possible the cooperation of the city, county, Gustine school district, and other public and private agencies interested therein;

(5) Recommend for hire, to the council of the city, a counselor/coordinator on job specifications to be agreed upon by the commission and recommend approval by the council of the city the acquisition and maintenance of appropriate facilities to house the counselor/coordinator and his volunteer help;

(6) Advise the council of the city on any agreements it may enter into with the county and/or any other political entities and/or other entities in respect to the operation and maintenance of youth counseling and youth services programs and facilities; and

(7) Consider the annual budget for the commission during the process of its preparation by the commission's counselor/coordinator and present such budget to the council along with recommendation thereon.
