Sec. 10-3-110. - Parking violations under this article designated as infractions.

The provisions of this article prohibiting stopping, standing, or parking of a vehicle shall be enforceable as infractions, unless specifically designated by section as enforceable as a misdemeanor.

Sec. 10-3-111. - Application of article.

The provisions of this article prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times specified in this Code, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or other official traffic control device.

Sec. 10-3-112. - Scope of article.

The provisions of this article imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code or this chapter, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

Sec. 10-3-113. - Parking space markings.

The director of public works is hereby authorized to install and maintain parking space markings to indicate where authorized parking is permitted.

Sec. 10-3-114. - Curb markings; authority; meaning.

The police chief is authorized, subject to the provision and limitations of this chapter and applicable state laws and codes, to place the following curb or pavement markings to indicate parking or standing regulations, and such markings shall have the following meanings:

(1) Red: No stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone.

(2) Yellow: Stopping only for the purpose of loading or unloading passengers or freight for the time as may be specified by local ordinance.

(3) White: Stopping for either of the following purposes:

a. Loading or unloading of passengers for the time as may be specified by local ordinance.

b. Depositing mail in an adjacent mailbox.

(4) Green: Time limit parking specified by local ordinance.

(5) Blue: Parking limited exclusively to the vehicles of disabled persons and disabled veterans.

Sec. 10-3-115. - Restrictions on displaying vehicles for sale and on repairing vehicles…

(a) It is unlawful for any person to park a vehicle upon any street or the right-of-way of any street within the city, or upon any arterial or expressway, or the right-of-way of any arterial or expressway for the purpose of displaying such vehicle for sale.

(b) This restriction shall not apply to any vehicle parked contiguous to the property in which the registered owner of the vehicle resides.

(c) It is unlawful for any person to grease, maintain, or repair a vehicle while such vehicle is parked on any city street, except when such repair is necessitated by an emergency.

(d) The provisions of Vehicle Code § 22651.9 governing removal of vehicles parking for the primary purpose of sale may be applied in enforcing this section.

Sec. 10-3-116. - Stopping and standing in parkways.

No person shall stop, stand or park a vehicle within any parkway.

Sec. 10-3-117. - No stopping zones and no parking areas; authorized.

(a) The chief of police is hereby authorized to maintain, by appropriate signs or by paint upon the curb surface, all no stopping zones, no parking areas, and restricted parking areas, as defined in this chapter and authorized by applicable codes.

(b) When curb markings or signs are in place, no operator of any vehicle shall stop, stand, or park such vehicle adjacent to any such legible curb markings or sign in violation of any of the provisions of this chapter.

Sec. 10-3-118. - Angle parking.

(a) On any of the streets or portions of streets established by ordinance as diagonal parking zones and when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park such vehicle except as follows:

(1) At the angle to the curb indicated by the signs or pavement markings allotting space to parked vehicles and entirely within the limits of such allotted space; or

(2) With the front wheel nearest the curb within six inches of the curb.

(b) The following streets and portions of streets shall be designated and described as "angle parking zones" in the city:

Fifth Street—South Avenue to First Avenue

Sixth Street—Fourth Avenue to Second Avenue

First Avenue—Fifth Street to alleyway between Fifth Street/Sixth Street

Second Avenue—West Avenue to alleyway between Fourth Street/Fifth Street

Third Avenue—Fourth Street to West

Fourth Avenue—Fourth Street to Seventh Street

Fifth Avenue—Fourth Street to alley between Fifth Street/Sixth Street

Sec. 10-3-119. - Parking or placing of other than operable vehicles on streets.

(a) It shall be unlawful to park any vehicle, other than a motor vehicle in operating condition, or to place, locate or leave any other article or object on a public street, highway or alley in the city.

(b) Parking of trailers, semitrailers, auxiliary dollies, trailer coaches and other such vehicles shall be permitted only while such vehicle is attached to a motor vehicle suitable for drawing it upon the highway and pursuant to any other ordinance as it relates to time limitations for parking within the city. The city council may, by resolution, allow parking of trailers, trailer coaches and other such vehicles on city streets for special events as determined by the council.

Sec. 10-3-120. - Seventy-two-hour parking limits for vehicles.

It is unlawful for any person who owns or has possession, custody or control of any vehicle, including a boat or trailer, to park or leave such vehicle upon any street, alley, or public parking facility for a period of 72 consecutive hours or more. For the purposes of this section, a vehicle shall be considered to have been parked or left standing for 72 or more consecutive hours if it has remained inoperable or has not been moved at least one mile during the 72-hour period. An inoperable vehicle is a vehicle that cannot be moved under its own power or a vehicle which cannot operate legally and safely on the highways of the state. Pushing or moving a vehicle a short distance or attempting to rub away the tire marking will not be considered compliance with this section. The mileage reflected on the odometer of the vehicle shall be presumed to be an accurate indication of the distance that the vehicle has or has not been moved. Obstruction of the odometer of the vehicle will result in a presumption that the vehicle has not been moved. Any law enforcement officer of the city or contracted party or company may remove any vehicle or issue a citation to any vehicle which is parked in violation of this section, in accordance with the provisions of the state vehicle code.
