Sec. 10-3-1. - Definitions.

Whenever any words or phrases used in this chapter are not defined in this section, but are defined in the Vehicle Code, such definitions are incorporated in this section and shall be deemed to apply to such words and phrases used in this section as though set forth in this section in full. The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Bus means any motorbus, motor coach, trackless coach, or passenger stage used as a common carrier of passengers.

Business district means that portion of a street and the property contiguous thereto upon one side of which street for a distance of 600 feet, 50 percent or more of the contiguous property fronting thereon is occupied by buildings in use for business; or, upon both sides of which street, for a distance of 300 feet, 50 percent or more of the contiguous property fronting thereon is so occupied.

Central traffic district means all streets and portions of streets within the area bounded by North Avenue, the north boundary of South Avenue, the west boundary of Fourth Street and the alley between Fifth Street and Sixth Street.

Curb means the lateral boundary of the roadway, whether such marked by curbing construction or not so marked. The term "curb," as used in this chapter, shall not include the line dividing the roadway of a street from parking strips in the center of the street, nor from tracks or rights-of-way of public utility companies.

Divisional island means a raised island located in the roadway separating opposing or conflicting streams of traffic.

Holidays means any day designated in Government Code §§ 6700—6707; provided, however, that Saturday afternoon shall not be considered a holiday for the purpose of this chapter.

Loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Official time standard means the standard whenever certain hours are named in this chapter and shall mean standard time or daylight saving time as may be in current use.

Official traffic control devices means all signs, markings, and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

Official traffic signals means any device, whether manually, electrically or mechanically operated, by which traffic is alternated directed to stop and proceed, and which is erected by authority of a public body or official having jurisdiction.

Park means to stand or leave standing any vehicle, whether occupied or not, otherwise engaged in loading or unloading passengers or materials.

Parkway means that portion of a street other than a roadway or a sidewalk.

Passenger loading zone means the space adjacent to a curb reserved for the loading and unloading of passengers.

Police officer means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

Stop, when required, means the complete cessation of movement.

Traffic means any pedestrian, ridden or herded animal, vehicles, streetcars and other conveyances either singly or together while using any street for purposes of travel.

Sec. 10-3-2. - Violations; penalties.

(a) Any person violating any of the provisions of this chapter, except those listed in subsection (b) of this section, shall be deemed guilty of an infraction.

(b) Any person violating any of the provisions of this Code which involve the standing or parking of a vehicle shall be subject to civil penalties of which the amounts and administrative costs will be set by resolution of the city council.

Sec. 10-3-3. - Driving between vehicles in a funeral procession.

No driver of a vehicle shall drive between vehicles comprising a funeral procession while they are in motion and when the vehicles in such procession are conspicuously so designated.

Sec. 10-3-4. - Use of private driveways by commercial vehicles.

(a) No person shall operate or drive a commercial vehicle in, on, or across any private driveway approach, sidewalk area, or the driveway itself without the consent of the owner or occupant of the property if a sign or markings are in place indicating that the use of such driveway is prohibited.

(b) For the purposes of this section, a commercial vehicle shall mean a vehicle having a rated capacity in excess of one ton.

Sec. 10-3-5. - Riding and driving on new pavement and markings.

No person shall walk, ride or drive any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier sign, cone marker, or other warning device is in place warning persons not to cross such pavement or markings, or when such device is in place indicating that the street, sidewalk, or any portion thereof, is closed.
