10.88.010 Motorized scooters.¶
A motorized scooter is any two wheeled device that has handlebars, is designed to be stood on or sat upon by the operator, and is powered by an electric motor or other power source that is capable of propelling the device with our without human power.

10.88.020 License required.¶
No person shall operate any motorized scooter on any street, road or highway, or other public property within the city limited unless such scooter is licensed in accordance with this chapter.

10.88.030 License issuance.¶
The Chief of Police shall issue indicia (license plate or necessary decal) and a copy of the registration form.

10.88.040 License plates.¶
The city shall provide a license plate or decal, together with registration cards, the license plate and registration card having numbers in numerical order, beginning with number "one," and indicating the year for which the same are issued. Each license plate shall be suitable for attachment upon frame of scooters, and the scooter owner shall immediately attach such license plate to the frame of each scooter. The license plate shall remain attached to such scooter.

10.88.050 Records.¶
The Chief of Police shall maintain the records of each scooter registered. Such records shall include but not be limited to the license number, the serial number of the scooter, the make and type, and the name and address of the licensee.

10.88.060 Recordation of Transfer.¶
A. Whenever any person sells or otherwise disposes of a scooter, he or she shall endorse upon the registration certificate previously issued for such scooter, a written transfer of same, setting forth the name, address, telephone number of the transferee, date of transfer, and signature of the transferrer, and shall deliver the registration certificate, so endorsed, to the city within ten days.
B. Any person who purchases or otherwise acquires possession of a scooter shall within ten days of taking possession apply for the transfer of license to his or her own name.

10.88.070 Tampering, destruction, or similar acts.¶
A. It is unlawful for any person to tamper with, destroy, mutilate, or alter any license indicia or registration form, or to remove, alter, or mutilate the serial number, or the identifying marks of the city on any scooter frame licensed under the provisions of this chapter.
B. Nothing in this chapter shall prohibit the Chief of Police from stamping numbers on the frames of scooters for which no serial number can be found, or on which said number is illegible or insufficient for identification purpose.

10.88.080 Duplicate license or registration; conditions.¶
In the event that any scooter license indicia or registration form issued pursuant to the provisions of this chapter is lost, stolen or mutilated, the licensee of such scooter shall immediately notify the Chief of Police, and within ten days after such notification, shall apply to the Chief of Police shall issue to such licensee a replacement indicia or registration form upon payment to the licensing agency of the appropriate fee.

10.88.090 Notification of change of address.¶
Whenever the owner of a scooter licensed pursuant to this chapter changes his or her address, he or she shall within ten days notify the Chief of Police of the old and new address.

10.88.100 License fees; renewal.¶
The fees required to be paid pursuant to the provisions of this chapter shall be established by resolution of City Council.

10.88.110 Violation - impoundment.¶
The Police Department shall pay impound and retain possession of any scooter operated in violation of the provisions of this chapter, and retain possession of same until an impound fee has been paid and violations are corrected. The amount of the impound fee shall be established by resolution of City Council.

10.88.120 Retail vendors.¶
Each retail vendor that sells any motorized scooter shall upon the sale deliver to the person purchasing the motorized scooter a document prepared by the Chief of Police setting forth the rules and regulations of operation of motorized scooters as set forth in the California Vehicle Code and the provisions of this chapter.

10.88.130 Operation - age restrictions.¶
No person under the age of ten (10) years shall be allowed to operate a motorized scooter on any public property within the city limits.

10.88.140 Helmet requirement.¶
All operators of a motorized scooter shall be required at all times to wear a properly fitted and fastened bicycle helmet.
