10.76.010 Bicycle defined.

"Bicycle, " for the purpose of this chapter, means any device upon which a person may ride, which is propelled by human power through a system of belts, chains or gears having two or more wheels.

10.76.020 License--required.

No person shall operate any bicycle on any street, road, highway, or other public property within the city unless such bicycle is licensed in accordance with this chapter.

10.76.030 License--issuance.

The chief of police shall issue indicia (license plate or necessary decal) and a copy of the registration form.

10.76.040 License plates.

The city shall provide a license plate or decal, together with registration cards, the license plate and registration card having numbers stamped thereon in numerical order, beginning with number "one," and indicating the year for which the same are issued. Each license plate shall be suitable for attachment upon the frame of bicycles, and the bicycle owner shall immediately attach such license plate to the frame of each bicycle. The license plate shall remain attached to such bicycle.

10.76.050 Records.

A. The chief of police shall maintain records of each bicycle registered. Such records shall include but not be limited to the license number, the serial number of the bicycle, the make and type, and the name and address of the licensee.

B. Records shall be maintained by the city during the period of validity of the license or until notification that the bicycle is no longer to be operated.

10.76.060 Recordation of transfer.

A. Whenever any person sells or otherwise disposes of a bicycle, he or she shall endorse upon the registration certificate previously issued for such bicycle, a written transfer of same, setting forth the name, address, telephone number of the transferee, date of transfer, and signature of the transferrer, and shall deliver the registration certificate, so endorsed, to the city within ten days.

B. Any person who purchases or otherwise acquires possession of a bicycle shall within ten days of taking possession apply for the transfer of license to this own name.

10.76.070 Tampering, destruction, or similar acts.

A. It is unlawful for any person to tamper with, destroy, mutilate, or alter any license indicia or registration form, or to remove, alter, or mutilate the serial number, or the identifying marks of the city on any bicycle frame licensed under the provisions of this chapter.

B. Nothing in this chapter shall prohibit the chief of police from stamping numbers on the frames of bicycles for which no serial number can be found, or on which said number is illegible or insufficient for identification purpose.

10.76.080 Duplicate license or registration--conditions.

In the event than any bicycle license indicia or registration form issued pursuant to the provisions of this chapter is lost, stolen or mutilated, the licensee of such bicycle shall immediately notify the chief of police, and, within ten days after such notification, shall apply to the chief of police for a duplicate license indicia or registration form. Thereupon, the chief of police shall issue to such licensee a replacement indicia or registration form upon payment to the licensing agency of the appropriate fee.

10.76.090 Notification of chancre of address.

Whenever the owner of a bicycle licensed pursuant to this chapter changes his address, he shall within ten days notify the chief of police of the old and new address.

10.76.100 License--fees--renewal.

The fees required to be paid pursuant to the provisions of this chapter shall be established-by resolution of city council.

10.76.110 Riding on sidewalks.

It is unlawful for any person to ride a bicycle, skateboard or roller skates on the sidewalks within the central traffic district of the city.

10.76.120 Bicycle racks.

The chief of police is authorized to install bicycle racks as necessary on any city street right-of-way.

10.76.130 Violation--impoundment.

The police department may impound and retain possession of any bicycle operated in violation of the provisions of this chapter, and retain possession of same until an impound fee has been paid and violations corrected that can be corrected. The amount of the impound fee shall be established by resolution of City Council.
