2.20.010 - Established.

A police reserve is established as a voluntary organization, composed of persons appointed by the chief of police. Police reserve officers shall not be included in the city's civil service merit system and shall not be a part of a classified service nor afforded any of the protections of the civil service merit system. The chief of police may decrease or expand the membership of the police reserve as he or she may deem necessary.

2.20.020 - Qualifications—Appointment.

No person shall become a member of the police reserve until he or she is able to meet all of the requirements prescribed by the chief of police. When so qualified and selected, he or she shall then be sworn in by the chief of police, or his or her representative.

2.20.030 - Uniforms and equipment.

All uniforms and equipment for police reserve members, and the proper use of such uniforms and equipment, shall be as prescribed by the chief of police.

2.20.040 - Identification card.

An identification card shall be issued to each member of the police reserve, who shall carry the card at all times. Each member shall surrender all city property issued to him or her upon the termination of his or her membership.

2.20.050 - Compensation for injury or death.

Police reserve members shall be entitled to Workers' Compensation benefits for injury or illness sustained while actually on duty as a police reserve officer. If the police reserve officer's work-related injury or illness results in death, benefits may be paid to qualified surviving dependents.

2.20.060 - Removal and resignation.

The membership of any person in the police reserve may be terminated at any time by the chief of police for reasons satisfactory to the chief; and any member may resign from the reserve at any time upon notifying the chief of police of his or her resignation.

2.20.070 - Supervision by chief of police.

A. Subject to the provisions of this title the control of the police reserve shall be vested in the chief of police.

B. He or she may appoint as members of the reserve any person whom he or she deems to be qualified, and may reject any application for membership.

C. He or she shall provide for the training of personnel in all fields of law enforcement activity, and for that purpose may assign such members to various police duties.

D. In order to effectuate the purpose of the police reserve, the chief of police may by order establish rules and regulations to govern the reserve and set forth its duties. He or she may change such orders from time to time.

2.20.080 - Assisting regular police personnel.

Members of the police reserve, when ordered by the chief of police or any authorized police officer, shall assist regular officer of the police department in the performance of law enforcement functions.
