10.56.010 - Public use of privately owned and maintained off-street parking facilities.¶
A. Pursuant to Section 21107.8 of the Vehicle Code, the city council, after holding a noticed public hearing, finds and declares that the following privately owned and maintained off-street parking facilities are generally open for public use of vehicular parking:
Holiday Village parking lot;
K-Mart—Grass Valley shopping center;
Brockington Manor parking lot;
"Old" Farmers Market parking lot;
One-Stop Market parking lot;
Pine Creek shopping center parking lot; and
Sierra Nevada Memorial Hospital parking facilities.
B. Sections 22350, 23153 and 23109 of the Vehicle Code and Division 16.5 (commencing with Section 38000) of the Vehicle Code and amendments shall apply to the parking facilities designated in subsection A of this section.
C. The owners of the parking facilities designated herein shall post in a conspicuous place at the entrances to their parking facilities, a notice not less than seventeen by twenty-two inches in size with lettering not less than one inch in height stating that their parking facilities are subject to public traffic regulations and controls.

10.56.020 - Signs prohibiting public parking.¶
Public parking is prohibited whenever the owner of private property displays, in plain view at all entrances to his or her property, a sign prohibiting public parking and indicating that vehicles will be removed at the vehicle owner's expense pursuant to Section 22658 of the Vehicle Code, the size of the lettering on such a sign shall be not less than one inch in height.
