12.36.010 - Applicability.

The provisions of this Chapter shall apply to all parking lots owned or operated by the City and shall apply to all vehicles, public and private.

12.36.020 - Administration and enforcement.

A. Parking lots owned or operated by the City will be governed by this Chapter and City Council policy.

B. The City Manager or his designee shall be the responsible authority for the administration of City parking lots and the enforcement of the provisions of this Chapter.

12.36.030 - Signs, spaces and stalls.

The City Engineer shall erect signs, devices and other apparatus and provide marked spaces or stalls for the control of traffic and the parking of motor vehicles.

12.36.040 - Parking regulations.

The following regulations shall govern parking in City parking lots:

A. Motor vehicles shall be parked only in marked stalls or designated spaces.

B. Vehicle operators must observe and comply with all traffic and parking control signs, devices and directions.

C. A person assigned a particular parking lot or space shall park his vehicle only in such lot or space.

D. There shall be no parking in spaces or stalls in such manner as to obstruct the use of a parking lot or any other space by another person or to constitute a hazard to safety of persons or property.

12.36.050 - Speed limit.

The maximum speed limit of all City parking lots or City-owned property shall be 15 miles per hour; however, lower speed limits may be posted by the City Engineer and enforced accordingly.

12.36.060 - Violations.

A. Violation of any provisions of Section 12.36.040 is an infraction.

B. Violation of Section 12.36.050 is a misdemeanor.
