§ 12.14.010 PURPOSE.¶
The city provides facilities and maintenance in connection with its sanitation program. The facilities being provided are those sewer line and storm drains which are shown as deficient in the city’s General Plan. The maintenance activity accomplished by this program includes sewer cleaning, storm drain cleaning. street sweeping, repairs on these systems. underpass, drainage system and channel maintenance, concrete curb and gutter repairs, tree trimming, sidewalk cleaning, necessary equipment and other related charges. The cost of these facilities and services should, to the extent possible, be charged to the user or to person or property benefited. Sanitation charges are hereby established to accomplish this purpose.

§ 12.14.020 CHARGES.¶
The amount to be charged to each residence, commercial establishment and industry for such construction and services shall be an amount in direct proportion to the amount of city water used at such premises. The City Council by resolution shall set the rate and/or amount to be charged and may from time-to-time adjust said rate and/or amount. The City Council, by resolution, shall determine and adjust from time-to-time the allocation of charges collected pursuant to this chapter between the General Fund, for defraying the costs of operation and maintenance of the sanitation and drainage program, and the Sewer and Drainage Capital Outlay Fund, for the purpose of constructing and improving sewer and storm drain facilities in conformance with the city’s General Plan.

§ 12.14.040 COLLECTION AND PAYMENT.¶
The Department of Municipal Utilities is given the authority and duty to collect all charges fixed pursuant to this chapter. When sanitation charges are billed together with the charges for city water service, the total thereof shall be due and payable as a unit and all of the provisions of this code pertaining to the collection of charges for water service shall apply to such total amount.

§ 12.14.050 FAILURE TO PAY CHARGES.¶
In the event that any person or establishment fails to pay any charge fixed pursuant to this chapter when the same becomes due, the Department of Municipal Utilities may, in addition to any other remedy of the city, discontinue city water service. In that event it shall not resume service until such charges, together with any expense incurred by the city to discontinue and resume such service, have been fully paid.
