SEC. 7-101. - COLLECTION AND CUSTODY OF CITY MONEYS.¶
All moneys accruing to the city shall be collected by officers and ex officio officers of the Department of Finance. All moneys received by any officer or employee of the city for or in connection with the business of the city shall be paid promptly into the treasury, and, subject to the requirements of the Constitution and laws of the United States and the state of California, shall be deposited with one or more such responsible banking institutions or savings and loan associations as furnish security and the banking services providing the greatest benefit to the city at the least cost, as the Controller may determine, and the Council may approve. The Council shall provide by ordinance for the prompt and regular payment and deposit of all city moneys as required by this section. (Added Ord. 5350, 1958; Am. Ord. 5638, 1959; Am. SEC. 7-102. - FEES TO BE PAID INTO DEPARTMENT OF FINANCE.¶
No department, board, officer or employee of the city shall be allowed to retain for his own use any fees collected by such department, board, officer or employee, but all such fees shall be paid into the Department of Finance at least once each week or as often as may be required by ordinance. SEC. 7-103. - ACCOUNTS AND RECORDS.¶
Accounts shall be kept by the Controller showing the financial transactions for all departments of the city. Forms for all such accounts shall be prescribed by the Controller and shall be adequate to record all cash receipts and disbursements, all revenue accrued and labilities incurred, and all transactions affecting the acquisition, custody and disposition of values, and to make such reports of the financial transactions and conditions of the city as may be required by law or ordinance. Financial reports shall be prepared for each month and each fiscal year, which shall commence on July 1 and terminate on June 30, and for such other periods as may be required by the Council. All annual financial reports shall be printed and the copies shall be available at the office of the Controller. (Added Ord. 5358, 1958).
SEC. 7-104. - INVESTMENT POLICY.¶
(a) The Controller shall prepare and submit an investment policy on an annual basis to the Council. Said investment policy shall include a policy statement, policy scope, policy objectives, and various other investment provisions addressing authorized investments, portfolio diversification, internal controls, and other requirements as deemed appropriate by the controller and approved by the council. SEC. 7-105. - RECEIPT AND RECORDING OF PERSONAL PROPERTY.¶
The City Manager or his/her designee is authorized to accept or decline any gift, bequest or devise to the city of personal property of a market value not exceeding twenty-five thousand dollars ($25,000), which is received by the city through any department thereof, for the benefit of the designated department; provided that such gift, bequest or devise and any terms prescribed by the donor for its use, are for a legal and public purpose. All such property shall be acquired and held in the name of the city.
(a) All cash gifts, bequests or devises when received and accepted shall be deposited in the respective department accounts designated by the Controller. All disbursements from such accounts shall be for the respective purposes, if any, prescribed by the donor.
(b) Each department receiving any gift, bequest or devise authorized hereunder, shall annually furnish to the Controller within the first four weeks of July, a report showing such gifts, bequests or devises received within the preceding fiscal year of the city; the nature and market value of each gift, bequest and devise; the disposition of same; and the date of receipt, date of any deposit and date of such disposition. The Controller shall maintain such reports as part of the accounts and records kept in Section 7-103.
