Fountain Valley Municipal Code Ch. 2.25 Human Resources Department

There is hereby created the human resources department that shall be administered by the human resources director. The human resources department shall be responsible for those services and duties previously performed by the personnel division which was part of the administration department.

The human resources director shall employ such assistances as authorized and shall:

(a) Administer the personnel system of the city and specifically Chapter 2.52 of this code. The human resources director shall advise the city manager who serves as the city's personnel/human resources officer.

(b) Administer the personnel ordinances, resolutions, rules and regulations.

(c) Provide responsive personnel management assistance to city departments and divisions and assist in attracting, developing and retaining quality employees.

(d) Be generally responsible for the following functions:

(1) Labor relations.

(2) Employee relations.

(3) Recruitment and selection.

(4) Benefits administration.

(5) Workers compensation administration.

(6) Classification and compensation.

(7) Performance evaluation management.

(8) Employee development.

(9) Employee service and recognition programs.

(10) Such other duties pertaining to the above as may be required or as directed by the city manager.
