Chapter 21 — PLANNING AND DEVELOPMENT

Sec. 21-26. - Created; supervision.¶
There is hereby created a department of city planning, which shall be under the direction and control of the director of planning and subject to the general administrative supervision of the city manager. The titles "department of city planning" and "city planning department" shall be synonymous.

Sec. 21-27. - Qualifications and appointment of director.¶
The director of planning shall be a person qualified by training, experience and demonstrated ability to manage the affairs of the department. The director of planning shall be appointed by the city manager in conformance with the provisions of section 2-74.

Sec. 21-28. - Duties.¶
The functions and responsibilities of the department of city planning shall be to:
(1)
Serve as the chief administrative and technical advisor to the planning commission.
(2)
Assist the city planning commission in the preparation, maintenance and regular review and revision of the comprehensive longterm general plan for the physical development of the city in accordance with the provisions of the state planning law.
(3)
Assist the city planning commission in the administration of chapters 26 and 30, the Land Division Ordinance, the state planning law and any other laws, regulations or policies of the city as directed by the city manager.
(4)
Promote, process and coordinate, with other city departments and other governmental agencies, annexations to the city, as directed by the city council or the city manager.
(5)
Develop and promote city beautification programs in cooperation with other city departments, and solicit citizen support of these projects.
(6)
When directed by the city council, act as the responsible department for the preparation of plans and programs for the clearance and rehabilitation of slum or blighted areas within the city and for the administration of any urban renewal studies or programs.
(7)
Cooperate with local social planning agencies by coordinating the plans for the physical development of the community with the programs and objectives of these agencies.
(8)
Maintain population data and estimates for use by governmental agencies and the general public.
(9)
Enter upon land, at reasonable times, and in such manner as to cause no injury to any land, when necessary, to make examinations and surveys related to the functions of the department.
(10)
Promote public understanding of the comprehensive general plan for the city and of the purpose and objectives of planning, zoning and related programs developed and administered by the department.
(11)
Investigate and enforce the provisions of chapter 30 and the state planning law.
(12)
Perform such other functions as may be assigned by the city council, city manager or city planning commission or by applicable state law.
