Fontana Municipal Code Art. I In General

This chapter applies to those areas of the city where the City of Fontana supplies retail domestic water service, and does not apply to water service provided by other special water districts, private and mutual water companies.

(a) Water service and connection charges, fees, surcharges, penalties, interest and all other water service related revenues shall be placed in the Water fund, and shall be used for acquisition, construction, reconstruction, replacement, maintenance and operation of water facilities and purchase of water supplies, including full cost allocation overhead, repayment of start up costs and loans, and fund balance as determined by the city council.

(b) The city may adopt by ordinance, resolution, or administrative policy, rules, regulations and procedures relating to water service, water supply, and water billing. Water rates shall be set forth in accordance with applicable state law, as it may be amended from time to time. Enforcement of rules, regulations, and procedures pertaining to water service and water supply shall be the responsibility of the public services department, and anything not appearing below is for the determination of the public services director or authorized designee. The management services department is responsible for financial matters including billing, collection, delinquent accounts, and deposits.
