Sec. 15-186. - Definition.

For purposes of this article, a public pool and billiard hall (referred to in this article as a pool hall) is defined as a building or room wherein the major business carried on is the conducting, managing or carrying on of the business of renting or leasing a billiard, bagatelle or pool table, where a charge is made or a fee collected for playing thereon, and does not include a premises or establishment where a coin-operated pool, bagatelle or billiard table is situated as a sideline to the major business carried on therein.

Sec. 15-187. - Conducting other business.

The owner or person in control of a pool or billiard hall shall not engage in any other business than billiards or pool, except that cigars, tobacco, pipes, beer and soft drinks may be sold, and no more than five video machine games may be operated.

Sec. 15-188. - View of premises from street.

No sign, painting, covering or obstruction of any kind whatsoever shall be maintained, erected, used or placed upon or adjacent to the outside of any building or in or upon the premises upon which any pool or billiard rooms or tables are located so as to obstruct a clear full view of the interior of such premises from the street.

Sec. 15-189. - Minors.

(a) The word "management," for purposes of this section, means and includes the owner or lessee, or any agent, employee, representative or concessionaire of such owner or lessee.

(b) It is unlawful for the management of any pool hall to allow or permit any minor between the ages of 16 and 18 to play pool, bagatelle or billiards except after the hour of 3:00 p.m. when school is in session.

(c) A minor under the age of 16, when accompanied by a parent, may be permitted to play such games after the hour of 3:00 p.m. when school is in session only in those establishments where no alcoholic beverages are sold or consumed, and it is unlawful for the management of any pool hall to allow or permit any such minor to play such games before the hour of 3:00 p.m. when school is in session in any such establishment.

Sec. 15-190. - Business license tax.

For every person conducting, managing or carrying on a billiard or pool table business where a charge is made or a fee collected for playing thereon, a fee shall be levied in accordance with article II of this chapter.
