Preamble:

The citizens of the City of Folsom do enact and establish this Charter in order to form a better
City government for all citizens of Folsom, to provide for the public health, safety, welfare
and morals, to improve the means of cooperation and assistance with neighboring governmental
jurisdictions, and to preserve and enhance the quality of life for Folsom's citizens, their children,
and their neighbors.

Through adoption and enactment of this City Charter the citizens of the City of Folsom hereby do
declare their express intent and purpose to be and to remain forever a separate and independent
City.

Boundaries of City:

The boundaries of the City of Folsom shall be as now established and as may be changed in the
future as provided by law.
