§ 2-13. DESIGNATING PUBLIC PLACES FOR THE POSTING OF PUBLIC NOTICES.

There is hereby designated by the City a public place within the City that is hereby designated as the place for posting public notices, as follows:

§ 2-15A. CITY TREASURER.

§ 2-15A.1. Appointment; Office: Functions and Duties.

The City Treasurer shall be appointed by the City Council.

The office of the city treasurer is confirmed as provided in section 36501 and 36502 of the Government Code of the State. The city treasurer shall perform those duties as are mandated by sections 41001, 41002, 41003, 41004, 53633 and 53646 of the Government Code of the State. The city treasurer shall perform such other duties consistent with this code as are required of him or her by action of the city council. The city treasurer shall not perform any function or duty of the finance director.

§ 2-15A.2. Vacancies.

In the event of a vacancy in the office of city treasurer, the finance director shall assume and carry out the duties of the city treasurer until the office is filled by appointment or election[1] as called for in section 36512(b) of the Government Code of the State.

§ 2-15A.3. Compensation.

The City Treasurer shall receive such compensation as the City Council shall determine.

§ 2-15.4. Coordination with Finance Director.

[Ord. #99-01, S1]

a. Any information needed by the city treasurer from city records to complete the monthly report described in section 41004 of the Government Code of the State shall be obtained from or through the finance director or the city manager. At the time the city treasurer delivers the monthly report to the city clerk, as required by Government Code section 41004, a copy of the report shall be delivered to the city manager and the finance director.

b. The city treasurer shall coordinate all his or her activities relating to the rendering of financial reports and the city's investment policies with the finance director to insure that such reports accurately reflect the financial condition of the city.

§ 2-15A.5. Investment Policy.

a. The city treasurer, in cooperation with the finance director, shall jointly make the quarterly and annual reports to the city council, relating to the city investment policy, as required by section 53646 of the Government Code of the State.

b. All investments of the funds and monies of the city shall require the approval of the city council.

§ 2-15A.6. Coordination with City Manager.

a. Except for work with the finance director mandated by the provisions of this section, the city treasurer shall inform the city manager of any requests by the city treasurer for information from any other officer or employee of the city. When requesting such information, the city treasurer shall be sensitive to the work schedules and work loads of other officers and employees, and shall confine such requests to the city manager, the city manager's designee or department heads.

b. The city treasurer shall advise and coordinate with the city manager relating to reports to be made by the city treasurer during any regular or special meeting of the city council, in order to assure compliance with the agenda requirements of the Ralph M. Brown Act, city council agenda policies and other requirements of law.

§ 2-17. ABSENTEEISM POLICY.

If any appointee of the planning and zoning commission, recreation commission or Westside Cities Cable Television Authority appointed by the council, without excuse accepted and announced by the chairperson, absents himself/herself from either three (3) consecutive meetings or from three (3) regular meetings in any calendar year, his/her position becomes immediately vacant and shall be filled as any other vacancy. At the commencement of every meeting at which a commissioner is absent, the chairperson shall publicly announce whether or not the chairperson determined the absence to be excused or unexcused. Excused absences shall include, but not be limited to, those caused by family illness, necessary work-related absences from the city on the day of the meeting, and other similar circumstances.
