12.08.010 - Permit required.

In accordance with Chapter 12.10, no person shall construct a building sewer without first obtaining a written permit from the city and paying all fees and connection charges as required therein.

12.08.020 - Construction requirements.

Construction of building sewers and lateral sewers shall be in accordance with the requirements of the city.

12.08.030 - Minimum size and slope.

The minimum size of a building sewer shall be four-inch diameter. A building sewer serving a duplex or multiple dwelling shall be not less than six-inch diameter. When more than one building sewer is connected to a single side sewer, the side sewer from the point of intersection of one or more building sewers to the public sewer shall be not less than six-inch diameter. The minimum slope of a building sewer shall be 1.5 percent, unless a flatter grade is approved by a registered civil engineer.

12.08.040 - Separate sewers.

No two adjacent lots fronting on the same street shall be permitted to join in the use of the same side sewer. Every building and industrial facility must be separately connected with a public sewer, if a public sewer exists in the street upon which the property abuts or in an easement which will serve the property. However, one or more buildings located on a single parcel belonging to the same owner may be served with the same side sewer during the period of said ownership. Upon subdivision and sale of a portion of the parcel, the portion not directly connected with the public sewer shall be separately connected with the public sewer, and it shall be unlawful for the owner thereof to continue to use or maintain such indirect connection.

12.08.050 - Old building sewers.

Old building sewers may be used in connection with new buildings only when they are found, upon examination and test by the inspector, to meet all requirements of the city.

12.08.060 - Cleanouts.

Cleanouts in building sewers shall be provided in accordance with city requirements. Cleanouts shall be the same diameter as the building sewer. All cleanouts shall be maintained watertight and shall be constructed with a forty-five-degree rise and a cast-iron bend in concrete at the surface of the ground and shall be sealed, all at the expense of the owner.

12.08.070 - Sewer too low.

Where the building sewer is too low to permit gravity flow to the public sewer, the sewage shall be lifted by artificial means, approved by the city manager, and discharged to the public sewer at the expense of the owner.

12.08.080 - Connection to public sewer.

Connection of the building sewer to the public sewer shall be made at the lateral or wye branch, if such lateral or wye branch is available at a suitable location. Where no properly located wye branch is available, a neat hole may be cut into the public sewer to receive the building or lateral sewer, with entry in the downstream direction at an angle of about forty-five degrees. A wye saddle shall be used for the connection and in no case shall the pipe protrude into the main sewer. The invert of the building or lateral sewer, at the point of connection, shall be at a higher elevation than the invert of the public sewer. A smooth, neat joint shall be made, and the connection made secure and watertight by encasement in concrete. The connection to the sewer shall be made in the presence of the inspector and under his supervision. Any damage to the public sewer shall be repaired, at the cost of the user, to the satisfaction of the inspector.

12.08.090 - Protection of excavation.

All excavations for a side sewer installation shall be adequately guarded with barricades and lights to protect the public from hazards. Streets, sidewalks, pathways and other property disturbed in the course of the work shall be restored in a manner satisfactory to the city.

12.08.100 - Maintenance of lateral sewers.

Each lateral sewer shall be maintained by the owner of the property served thereby.
