10.04.010 - Generally.

The words and phrases set out in this chapter, when used in this title shall have the meanings respectively ascribed to them in this chapter.

10.04.020 - Motor Vehicle Code definitions.

Whenever any words or phrases used in this title are not defined, but are defined in the Vehicle Code of the state and amendments thereto, such definitions shall apply.

10.04.030 - Bicycle.

"Bicycle" means a light vehicle without a motor, having two wheels, handlebars and a seat or seats, and propelled by the operator.

10.04.035 - Business district/central traffic district.

On Visalia Road between the easterly and westerly city limits and Farmersville Boulevard between the railroad tracks on the north and East Oakland on the south.

10.04.040 - Coach.

"Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

10.04.050 - Council.

"Council" means the council of the city.

10.04.060 - Curb.

"Curb" means the lateral boundary of the roadway whether such curb is marked by curbing construction, or not so marked. "Curb," as used in this title, does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

10.04.070 - Divisional island.

"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

10.04.080 - Loading zone.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading and unloading of passengers or materials.

10.04.090 - Official time standard.

Whenever certain hours are named in this title, they mean standard time or daylight saving time as may be in current use in the city.

10.04.100 - Park.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

10.04.110 - Parkway.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.115 - Passenger loading zone.

The space adjacent to a curb reserved for the exclusive use of vehicles during the loading and unloading of passengers.

10.04.120 - Pedestrian.

"Pedestrian" means any person afoot.

10.04.130 - Police officer.

"Police officer" means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

10.04.140 - Stop.

"Stop," when required, means complete cessation of movement.

10.04.150 - Stop or stand.

"Stop" or "stand," when prohibited, means any stopping or standing of a vehicle whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
