§ 10.08.010 PARKING LOT DEFINED.¶
For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PARKING LOT.
(1) Any parcel or lot of land in the town used or improved for use as a parking space for four or more vehicles, at any one time, during any period of the day.
(2) Two or more adjoining or contiguous lots so used shall constitute one parking lot.

§ 10.08.020 PERMIT REQUIRED.¶
(A) It is unlawful for the owner of any land in the town to use, operate or permit the use or operation of his or her land by any lessee or other person as a parking lot without first obtaining a permit to do so from the Chief of Police.
(B) The Chief of Police shall issue any such permit upon application therefor without charge when it has been established that the use is permitted under Title 17 of this code and that the applicant is the owner of the premises or is lawfully entitled to possession of them.

§ 10.08.030 PROHIBITED IN RESIDENTIAL DISTRICT.¶
It is unlawful for the owner or lessee of any land in the town which is located in a residential district under Title 17 of this code to use, operate or permit the use or operation of the land as a parking lot within the meaning of this chapter.

§ 10.08.040 OPERATION BY TOWN.¶
The town may own or lease and operate public parking lots in the town as may be necessary for the convenience of the traveling public.

§ 10.08.050 PUBLIC LOTS; COMPLIANCE WITH REGULATIONS AND SIGNS REQUIRED.¶
It is unlawful for any person to park a vehicle in any publicly-owned or operated parking lot in the town contrary to the directions of any parking lot sign or pavement marking in the lot. When any time limit for continuous parking has been established for any public parking lot by resolution of the Town Council and notice thereof has been given by a sign posted on the public parking lot, it is unlawful for any person to park a vehicle on the parking lot continuously for a period longer than the time established by resolution.

§ 10.08.060 PERMISSION REQUIRED TO PARK ON PROPERTY OF ANOTHER.¶
It is unlawful for any person to stop or park any automobile or other vehicle upon the real property of another person in the town without the permission, express or implied, of the owner or lessee of the real property.

§ 10.08.070 ADDITIONAL RULES AND REGULATIONS.¶
The Town Council may, by resolution, adopt such regulations as may be necessary for the use and operation of any public parking lot in the town, to include, among other things, the following:
(A) The marking of the public parking lots into spaces with directions for parking of vehicles;
(B) The price, if any, to be charged for parking;
(C) The limit of time allowed, if any, for continuous parking; and
(D) The erection of entrance, exit and other directional signs.
