Sec. 12.08.080. - Excavations.¶
A. It is unlawful for any person to make any excavation on any portion of the right-of-way of any County highway without having first obtained an encroachment permit therefor, or in violation of any of the provisions or conditions of the permit or of this chapter.
B. A permit shall not be issued for the extraction, taking, conversion or recovery of gold, silver or other natural elements by means of, but not limited to, digging, dredging, sluicing, planning or electronic detection methods, from any portion of a County right-of-way, whether such right-of-way is created by an instrument of record or by prescription.

Sec. 12.08.090. - Obstructions.¶
It is unlawful for any person to place or maintain any obstruction on any portion of the right-of-way of any County highway without having first obtained an encroachment permit therefor, or in violation of any of the provisions or conditions of the permit or of this chapter.

Sec. 12.08.100. - Access roads.¶
It is unlawful for any person to establish, revise or maintain any access road across any portion of the right-of-way or any County highway without having first obtained an encroachment permit therefor, or in violation of any of the provisions or conditions of such permit or this chapter.

Sec. 12.08.110. - Cuts and fills.¶
It is unlawful for any person to make any cut or fill upon the natural ground surface upon land adjacent to a County highway, any part of which measures horizontally less than two times the depth of the cut or fill from the closest right-of-way boundary line of any County highway without having first obtained an encroachment permit therefor, or in violation of any of the provisions or conditions of such permit or this chapter.

Sec. 12.08.120. - Oversize and overloaded vehicles.¶
It is unlawful for any person to drive any vehicle, or to knowingly permit any vehicle owned by him or her to be driven, on any County highway when the combined weight of the vehicle and its load, or the size of the vehicle or its load, exceed the maximum limits of weight or size fixed by State law for State highways, or exceeds the maximum limits of weight or size for a particular County highway by County ordinance, without having first obtained an encroachment permit therefor, or in violation of any of the provisions or conditions of such permit or this chapter.

Sec. 12.08.130. - Loading vehicles.¶
It is unlawful to park any vehicle on or within ten feet of the centerline of any County highway for the purpose of loading or unloading livestock, equipment or other commodity without having first obtained an encroachment permit therefor or in violation of any of the provisions or conditions of such permit or this chapter.

Sec. 12.08.140. - Vehicle operation on closed County land.¶
A. It is unlawful to operate any motor vehicle on any County-owned land closed to use by motor vehicles pursuant to this section.
B. The definitions of the terms "roadway" and "motor vehicle" in the Vehicle Code are applicable to such terms as used in this section.
C. This section shall not apply to the parking of motor vehicles where otherwise authorized by law or to the crossing of any such closed area for the purpose of access to property in an otherwise lawful manner.
D. Any area closed to use by motor vehicles pursuant to this section shall be designated by resolution of the Board of Supervisors and shall be marked in the manner determined by the Director of Transportation to adequately notify the public of the prohibited use.
