Sec. 110.33.010. - Purpose.¶
The purpose of this chapter is to provide guidelines in regard to the formation of an on-site wastewater disposal zone ("zone") by the Georgetown Public Utility District ("district") for the Auburn Lake Trails Subdivision ("subdivision"), and to resolve potential conflicts between Chapter 110.32, and the formation of the zone by the district pursuant to Health and Safety Code § 6950 et seq.

Sec. 110.33.020. - Area affected.¶
This chapter shall apply only to the subdivision. A legal description of the subdivision and of the zone is set out in Exhibit A, attached to the ordinance from which this chapter is derived and on file in the City Clerk's office.

Sec. 110.33.030. - Effective conditions.¶
The ordinance from which this chapter is derived is effective upon formation of the zone within the subdivision area, pursuant to Health and Safety Code § 6950 et seq., by the Georgetown Divide Public Utility District, providing for maintenance and operation by Georgetown Divide Public Utility District or its successor, and upon completion of the requirements in Section 110.33.050.

Sec. 110.33.040. - Number of systems.¶
The number, type, volume, and location of on-site wastewater disposal systems to be operated within said zone shall not exceed the number specified, pursuant to Health and Safety Code §§ 6960 and 6960.1.

Sec. 110.33.050. - Resubdivision requirements.¶
The ordinance from which this chapter is derived shall be effective when the merging and resubdivision of lots necessary to conform to the zone plan has taken place. The zone plan provides that no more than 1,100 single-family residences may be constructed within the boundaries of the subdivision. Merging, resubdivision and adjustments will be accomplished pursuant to Sections 66499.20½ or 66499.20¾ of the Subdivision Map Act, local ordinance, and other acceptable methods by the County.

Sec. 110.33.060. - Mounds.¶
Mound on-site wastewater disposal systems shall not be classified as experimental systems under Section 110.32.060, but shall be recognized as an alternative special design technology in said on-site wastewater disposal zone. Said systems shall conform to California State Water Resources Control Board Guidelines for Mound Systems (January 1980) except as noted in Exhibit C, attached to the ordinance from which this chapter is derived and on file in the City Clerk's office.

Sec. 110.33.070. - Design standards.¶
A. The district shall prepare design standards for the design of septic tanks, drain lines, disposal fields and any other facilities normally found in conjunction with individual sewage disposal systems serving single or multiple dwellings for use in the zone.
B. When and as required, the district shall revise the design standards to reflect the current engineering concepts and legal requirements.
C. The design standards shall be presented to the district board of directors for adoption by resolution. When adopted, these standards shall have the force and effect of law.
D. The design standards for the zone may be granted variances from portions of Sections 110.32.020, 110.32.040, and/or 110.32.060, pursuant to Exhibits B and C, attached to the ordinance from which this chapter is derived and on file in the City Clerk's office, given that said variances shall not result in violation of Chapter 110.32. Further, design standards, or amendments thereof, adopted for use in the zone shall require written approval by the County Director of Environmental Health prior to said design standards having the force and effect of law.

Sec. 110.33.080. - Community disposal systems.¶
Multi-use sewage disposal systems for portions of the subdivision, known as community disposal systems, shall comply with all of the requirements set forth in "Analysis of On-Site Disposal Suitability, Phase I and Community Disposal System, Auburn Lake Trails," by Larry Walker Associates, August 1983, and "Summary of On-Site Disposal Suitability, Auburn Lake Trails Subdivision," by Georgetown Divide Public Utility District, dated May 1984, revised June 1984, and shall serve only those residential lots set forth in that certain on-site disposal suitability summary report.

Sec. 110.33.090. - Design and inspection.¶
No on-site wastewater disposal system shall be approved by the Division of Environmental Health for use within the zone unless the design thereof has been approved by the district, and unless the district has inspected and approved the construction and installation of said on-site wastewater disposal system.

Sec. 110.33.100. - Application of Chapter 110.32.¶
Except as otherwise provided in this chapter, the provisions of Chapter 110.32 are applicable to on-site wastewater disposal systems within the zone.
