Sec. 10.04.010. - Title.¶
This title shall be known and may be referred to in all proceedings as the County Traffic Ordinance.

Sec. 10.04.020. - Definitions.¶
The definitions set forth in Vehicle Code §§ 100 through 680 (Vehicle Code - Words and Phrases Defined), as amended, shall be effective as definitions of the words, terms and phrases used in this title. All words, terms and phrases used herein, other than those specifically defined elsewhere in this title, shall have the respective meanings ascribed to them in Vehicle Code §§ 100 through 680, as amended, and shall have the same scope and effect that the same words, terms and phrases have where used in Vehicle Code §§ 100 through 680, as amended.

Sec. 10.04.030. - Authority.¶
The traffic regulations established by this title are based upon engineering and traffic surveys and adopted pursuant to the authority granted in the Vehicle Code and Article 11, Section 7 of the California Constitution.

Sec. 10.04.040. - Signs and markings.¶
The County Road Department shall place and maintain all traffic signs and markings required by law for the enactment and enforcement of this title. No regulation contained in this title for which particular signs or markings are required by law shall be effective during any time when the signs or markings are not in place.

Sec. 10.04.050. - Exemptions.¶
The provisions of this title shall not apply:
A. To vehicles using the highways restricted in this title, when necessary, for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any premises located on such highways;
B. To public employees and publicly owned teams, motor vehicles and other equipment while actually engaged in work upon the surface of a highway, or work of installation, removal, repairing or maintaining official traffic control devices, but shall apply to such persons and vehicles when traveling to or from such work as provided in Vehicle Code § 21053;
C. To any provision affecting a State highway for which approval of the Director of Transportation is required by law from and after six months following receipt by the Board of Supervisors of written notice of the withdrawal of the approval by the Director of Transportation with respect to such provision.

Sec. 10.04.060. - Penalty for violation.¶
Except as otherwise provided in this title, it is unlawful and constitutes an infraction for any person to violate or fail to comply with any provision of this Code, or any ordinance adopted pursuant to this Code. Convictions under this title shall be punishable in accordance with Vehicle Code §§ 42001 and 42001.5.
