6.45.010 - Hours closed.¶
No person shall carry on or assist in carrying on any amusement or entertainment to which the public is invited, or in which the public may participate, at any time between the hours of two a.m. and six a.m.

6.45.020 - Exception—Permission required.¶
Any person who shall desire to carry on or conduct an amusement or entertainment for one night only, during the hours prohibited by Section 6.45.010, may apply in writing to the police chief for permission to do so. The police chief may grant such permission to such applicant when in his discretion the conduct of such amusement or entertainment at such time shall not be detrimental to the public health, safety or welfare, and shall not violate any law. The police chief shall either grant or deny such application within three working days after receipt of the application; if he does not deny the same within such period, such applicationsshall be deemed to have been granted.

6.45.030 - Exception—Application to council.¶
A. Any person who shall desire to carry on or conduct any amusement or entertainment, for more than one night, during the hours prohibited by Section 6.45.010, shall file a written application for the council's permission with the city clerk. Such application shall contain:
A detailed description of the amusement or entertainment which the applicant desires to carry on or conduct; and
A statement of the reasons which warrant the granting of the application.
B. Such application shall be filed with the city clerk at least three weeks prior to the date upon which the applicant desires the granting of such permission. Thereupon, the city clerk shall refer the application to the police chief for investigation and recommendation, and place the request on the next possible agenda for council consideration. The council may grant permission to such applicant when in its discretion the nightly conduct of such amusement or entertainment shall not be detrimental to the public health, safety or welfare, and shall not violate any law. The decision of the council shall be final.
