Chapter 20.03 — PARK RESERVATIONS AND SPECIAL EVENTS

Sec. 20.03.010. - Reservations.¶
(a)
The director or designee shall be responsible for scheduling and controlling the use of parks, or portions thereof, for the maximum benefit and participation by interested persons or groups, both public and private. The director is authorized to establish rules and regulations applicable to park reservations consistent with this section and other applicable laws and ordinances, including but not limited to which park areas and amenities are reservable, maximum occupancy or capacity for reserved areas and amenities, and cleaning and other facility use policies.
(b)
Persons or groups may request the city to reserve the use of a park or portions thereof. Persons or groups from within the city shall be given priority over persons or groups from outside the city if a conflict in scheduling arises. Requests for such reservations shall be submitted to the director upon city forms no less than 30 days, and no more than 180 days, in advance of the requested reservation. The director may permit a shorter advance request time for good cause shown. If the director is satisfied that the request will not unreasonably interfere with the use of the park by other persons, and without disturbing the peace of the surrounding neighborhood, then the reservation may be granted upon such conditions as the director deems necessary or desirable.
(c)
The director will issue reservation confirmations as necessary to verify the granting of such reservations. If a reservation request is denied, the director shall specify in writing the grounds for such denial. Director decisions regarding reservations are not appealable.

The city council may establish by resolution charges for reservations.

Sec. 20.03.020. - Special events.¶
(a)
No person shall advertise, conduct, operate or hold a special event in a park except for an approved special event. Any person interested in conducting a special event in a park shall apply for and receive a temporary event permit pursuant to section 120.01.050(7) of this code.
(b)
A temporary event permit for a special event in a park shall not be approved unless the city and the applicant have entered into an agreement related to the use of the park for the special event.
(c)
The city council may establish by resolution charges for special events to be held in parks.
