12.12.010 - Permit required.¶
Any sanitary district, sewer maintenance district, water maintenance district, public service company, private corporation or individual, or any other district, person or corporation not specified in this chapter, before installing pipes, conduits, culverts, cables, catch basins or any other form of construction, temporary or otherwise, in public streets or roads in the city, shall first obtain a permit, with specifications, from the city engineer.

12.12.020 - Disposal of rainwater drainage.¶
A. Rainwater from roofs or other approved areas exposed to rainwater may be drained into the stormwater drain system, or the combined sanitary and stormwater drainage system, but shall not drain into any sewer intended for sanitary sewage only.
B. Rainwater drainage below curb, and also below main sewer level, shall be installed as per Section 409 of the Uniform Plumbing Code.

12.12.030 - Permit.¶
A special permit shall be procured in all cases to connect a rainwater drainage system to the stormwater drainage system, or the combined sanitary system and stormwater drainage system, which special permit shall bear the written approval of the city engineer or other proper authority having jurisdiction over public sewers.

12.12.040 - Paved gutter.¶
Rainwater from roofs or other approved areas exposed to rainwater may drain into a public street gutter, provided that such gutter is paved and runs to a catch basin connected to a public storm sewer system and provided further that such drainage has the written approval of the city engineer or other proper authority having jurisdiction over public streets or public sewers.

12.12.050 - Absorbed by soil.¶
Rainwater from roofs or other approved areas may drain into a system of drainage piping designed to allow such drainage to be absorbed by the soil of the premises, or may discharge upon the premises outside of the building walls.

12.12.060 - Rainwater to public gutters.¶
No rainwater from roofs, or other rainwater drainage of premises, shall discharge upon a public sidewalk. When it is desired to conduct rainwater from a building or premises to a public street gutter, the outside underground drainage piping shall be of approval materials.

12.12.070 - Amendment—Section 401 UPC.¶
Section 401 of Chapter 5 of the Uniform Plumbing Code is amended to read as follows:
A. Drainage pipe shall be cast iron, galvanized steel, galvanized wrought iron, lead, copper, brass, ABS, PVC or other approved materials having a smooth and uniform bore, except:
That no galvanized wrought iron or galvanized steel pipe shall be used underground and shall be kept at least six inches (152.4 mm) above ground;
ABS or PVC installation shall not be approved for use in residential construction of two stories or less in height.
B. Drainage fittings shall be of cast iron, malleable iron, lead, brass, copper, ABS or PVC or other approved materials having a smooth interior waterway of the same diameter as the piping served and all such fittings shall conform to the type of pipe used.
Fittings on screwed pipe shall be of the recessed drainage type. Burred ends shall be reamed to the full bore of the pipe.
The threads of drainage fittings shall be tapped so as to allow one-fourth inch per foot (20.9 mm/m) grade, except that ABS or PVC shall not be approved for use as drainage fittings in residential construction of two stories or less in height.

12.12.080 - Amendment—Section 503 UPC.¶
Section 503 of Chapter 6 of the Uniform Plumbing Code is amended to read as follows:
A. Vent pipe shall be cast iron, galvanized steel, galvanized wrought iron, lead, copper, brass, ABS, PVC or other approved materials, except:
That no galvanized wrought iron or galvanized steel pipe shall be used underground and shall be kept at least six inches (152.4 mm) above ground;
ABS or PVC installation shall not be approved for use in residential construction of two stories or less in height.
B. Vent fittings shall be cast iron, galvanized malleable iron or galvanized steel, lead, copper, brass, ABS, PVC or other approved materials other than ABS or PVC, except that no galvanized malleable iron or galvanized steel fittings shall be used underground and shall be kept at least six inches (152.4 mm) above ground, except that ABS or PVC shall not be approved for use as vent fittings in residential construction of two stories or less in height.
C. Changes in direction of vent piping shall be made by the appropriate use of approved fittings and no such pipe shall be strained or bent. Burred ends shall be reamed to the full bore of the pipe.
