9.08.010 - Radio and television—Interference with reception.¶
A. No person shall operate or maintain any device, appliance, equipment apparatus or means which creates or causes continuous or intermittent oscillations which interfere with the reception of radio or television broadcasting signals within the city.
B. All power lines, telephone or telegraph lines leading to and from the city and constructed through the city shall be filtered in such a manner as to prevent such lines from generating, carrying or transmitting oscillations which interfere with radio or television reception in the neighborhood of such lines.
C. All power, telephone or telegraph lines within the city shall be kept free and clear of trees, limbs, shrubs or other things which might tend to create radio or television interference by such lines contacting such things.
D. All appliances, apparatus or means capable of producing radio or television interference shall be shielded or filtered to prevent radio or television interference.
E. Upon the discovery by the city manager of radio or television interference any person responsible for the operation or maintenance of the means of such radio or television interference shall be notified, in writing, to discontinue the use or maintenance of such means or to repair same in such manner as to eliminate the broadcasting of radio or television interference by such means. The mailing of such notice, addressed to the owner or operator of the equipment, apparatus or means, at the premises at where the same is located, shall constitute a sufficient notice for the purpose of this section. The owner or operator of such equipment, apparatus or means shall repair the same within seventy-two (72) hours after receipt of such notice, or discontinue the use of the same.
F. Every device, appliance, equipment, apparatus or means operated, maintained or allowed to exist which creates or causes intermittent or continuous interference with the reception of radio or television broadcasting signals within the city is determined to be a public nuisance and the city council is authorized to direct the bringing of an action for the abatement of such nuisance. Any proceeding necessary for the abatement of such a nuisance shall be at the expense of the person creating, causing or maintaining such nuisance, and the cost thereof shall constitute a lien against the property on which such nuisance is maintained or allowed.

9.08.020 - Unauthorized connection with, injury to television lines.¶
No person shall unlawfully and maliciously take down, remove, injure or obstruct or make any unauthorized connection with, any line not owned by him used to conduct television information, whether video or audio, or any part thereof.
