15.08.010 - Building code adopted.

The Uniform Building Code adopted by the International Conference of Building Officials 1991 Edition, is adopted as the building code for the city. For future revisions, the most recent edition of the uniform code referred to in this section shall be effective on the first day of January following the date of publication. The city council may by resolution adopt a specific edition of said code, or modify or amend the current edition to accommodate local conditions.

15.08.020 - Amendments, additions and deletions.

The following amendments, additions and deletions are made to the building code adopted by this chapter:

A. Section 2305(d) is amended to read as follows:

SNOW LOADS: Snow loads, full or unbalanced, shall be considered in place of loads as set forth in Table No. 23-C where such loading will result in larger members or connections. When valleys are formed by a multiple series of roofs, special provisions shall be made for the increased load at the intersections. Where snow loads occur, the snow loads shall be determined by the Building Official. All roofs shall sustain a minimum live load of seventy pounds (70#) per square foot.

B. The following sentence is added to the end of Section 3208(b)6 pertaining to metal roofing:

In addition to the foregoing, all metal roofing shall be colored unless otherwise approved by the building official.

C. Section 4505(e) is amended to read as follows:

CONSTRUCTION:

(1) Wood framed walls, regardless of existing exterior, shall be sheathed with ⅝ inch exterior gypsum wallboard labeled for a 1 hour fire rating. Wallboard shall be nailed to wood furring strips as described in item (2) and shall be nailed on 16 inch centers between studs with 7 inch maximum spacing. Nails to by gypsum wallboard 6d, 13 gauge, 1⅝inch long with ¼ inch flat head. Taping is not required. Concrete, or reinforced solid masonry walls 6 inches or more in thickness, do not require wallboard sheathing.

(2) Wood 1 × 4 furring strips shall be No. 1 grade free of any split or loose knots. Furring strips shall be placed on 16 inch centers with all concealed spaces not to be over 8 feet in length. Nailing to concrete walls shall not be more than 16 inch spacing and nails shall penetrate the concrete not less than 1¼inch. Nails shall be concrete nails, oil quench hardened. Nailing on wood frame walls shall be on 16 inch centers nailed to the studs only. Nails shall be 12d galvanized blunt diamond point with ring threaded shank.

(3) Wood siding shall be of "B" and better in grade and have a finished dimension of not less than ¾ inch in thickness measured throughout the exposed surface area of each board. An overlap of not less than 1 inch shall be maintained on board and batten and clapboard design (board and gap design permitted on 6 inch or thicker concrete and masonry walls only). Nailing shall be on 16 inch centers on stud line and so located as to hold the bottom of the top board secure and thereby holding tight the top of the board below. Nails shall be 10d galvanized, ring-threaded, blunt diamond point (8d where wallboard is not required). Nail spacing shall not be less than two nails per board on 16 inch centers vertical or horizontal.

(4) All corners, ends, tops and bottoms of wall siding shall be sufficiently sealed with masking and flashing to prevent the entrance of water between the structural wall and siding.

(5) Wood trim around windows, door or architectural projections shall have a nominal thickness of 2 inches and shall be securely fastened with galvanized nails.

(6) Architectural projections extending over sidewalks shall be constructed of heavy timber, or metal, as defined in the Uniform Building Code. Projections shall be designed for a 70 pound per square foot snow load and shall be approved by a licensed architect or engineer if requested by the Building Official. The siding of projections may be the same as stipulated in items (1)—(5). Roof coverings shall be of fire retardant materials as defined in the Uniform Building Code.

(7) Windows, or other openings 10 feet above the sidewalk grade, shall be closed with a 2 hour partition as defined in the Uniform Building Code Table No. 43-B for "Interior stud partition with gypsum wallboard on each side."

EXCEPTION: Windows 10 feet above the sidewalk grade may be used if a ¾ hour self closing fire assembly is installed.

(8) Signs mounted on walls that have wood siding shall be connected to the structural wall only. Protrusions through the wood siding shall be sealed sufficiently to prohibit the entrance of water.

(9) Wood siding assemblies shall not be used to support any loads, projections, flag staff or awning assemblies.

(10) Wood siding and trim shall be painted with an exterior latex paint to a 4 mil thickness.

D. Section 5301(b) of Chapter 53 of the Appendix is amended to read as follows:

(b) Energy Efficiency Standards Adopted. In order to comply with the purpose of this appendix, buildings shall be designed to comply with the Energy Efficiency Standards adopted by the California Energy Commission from time to time.

15.08.030 - Fire zones.

A. For the purposes of this chapter and the building code of the city adopted by this chapter, the city and future areas annexed thereto are established a fire district.

B. All areas in such fire district not otherwise classified by this section are established Fire Zone Three.

C. Certain areas in such fire district are classified and established Fire Zone One and Fire Zone Two as the same are set forth and delineated on a map entitled "Fire Zone Map of the City of Dunsmuir."

15.08.050 - Architectural review.

A. All applications for construction, addition or remodel of single family residences shall show evidence of review by any architectural review committee or other body so authorized to review plans as provided in any applicable covenants, conditions and restrictions.

B. Any architectural review committee having jurisdiction over land within the city limits shall provide to the city a description of such land and shall provide the name, address and telephone number of the person responsible for receiving plans for review.

C. The city shall compile and keep record of all such subdivisions with covenants conditions and restrictions and provide to the public the name, address and telephone number of the person responsible for receiving plans for review.
