12.12.010 - Notice required.¶
The city manager shall be notified prior to any excavation, trenching or such other work where the existing surfacing is to be removed, penetrated or altered, upon or in any street, alley or public thoroughfare within the city.
In the event such work shall require a period longer than one day to facilitate completion of such work a written statement shall be submitted stating the location, nature of such work and approximate date of completion.

12.12.020 - Safety devices.¶
Necessary barricades, flares and safety devices shall be provided for all work under this chapter by the person performing such work.

12.12.030 - Requirements for backfilling.¶
A. When the material encountered in an excavation, trench or other work under this chapter is found to contain excessive moisture beyond the point when its form will not remain intact when compressed by clenching a sample of such material, it shall not be used for backfill.
B. Material for use as backfill shall be free from lumps of material exceeding four inches in greatest dimension. In the event of gravel backfill, the sand equivalent value shall be not less than thirty-three and one-third (33⅓) percent.
C. All rocks or lumps of material over two and one-half inches in size shall be removed from the uppermost four inches of the backfill.
D. Backfill material shall be placed in uniform horizontal layers not exceeding eight inches in loose thickness before compaction and shall be brought up uniformly on all sides. Each layer of backfill shall be moistened as directed and thoroughly tamped, rolled or otherwise compacted until the relative compaction is not less than ninety-five (95) percent. Compaction of backfill material by pounding or jetting will not be permitted.

12.12.040 - Restoration of surface.¶
A. Replacement of wearing surface for work under this chapter, such as a cement, macadam or bituminous surfacing, shall be with the same type and thickness as that removed, unless otherwise directed. In the case of macadam, oil or bituminous paving, approved plant mix surfacing may be applied, in any event not to be less than two inches thick, compacted.
B. All replaced surfacing and valve covers, boxes, manholes, etc., shall be kept within one-fourth inch minus of crown and established grade.

12.12.050 - Performance of work upon noncompliance with chapter.¶
In the event that any of the requirements of this chapter are breached, and such work does not comply with this chapter, the person performing the work shall, or the city may at the expense of the violator, correct such condition.
