18.40.010 Purpose and applicability. ¶
The General Commercial (C-2) zoning district is intended to provide a specialized commercial zone along US 97. The C-2 district is consistent with the Commercial land use designation.
18.40.020 Permitted uses. ¶
Subject to issuance of a building permit, business license, and/or other required permits, none but the following uses, or uses which in the opinion of the city council are similar, will be allowed as principally permitted uses in the C-2 district:
A. Animal grooming and veterinary offices.
B. Artist studios and artisan crafts manufacturing.
C. Automobile service stations.
D. Banks and financial services.
E. Business and professional offices.
F. Business support services.
G. Community gardens pursuant to Section 18.84.170 (Community gardens).
H. Convenience stores and pharmacies.
I. Craft food and beverage production, coffee roasting and alcohol with use permit.
J. Emergency shelters pursuant to Section 18.84.110 (Emergency shelters).
K. Garden centers and plant nurseries.
L. Grocery stores and supermarkets.
M. Health clinics, medical offices, and laboratories.
N. Indoor entertainment facilities.
O. Indoor sports and fitness facilities.
P. Live/work units pursuant to Section 18.88.030 (Live/work units).
Q. Low barrier navigation centers pursuant to Section 18.84.120 (Low barrier navigation centers).
R. Media production.
S. Mixed-use developments of two (2) or more uses permitted pursuant to this section.
T. Off-sale alcoholic beverage sales.
U. Personal services.
V. Printing and publishing.
W. Retail food establishments.
X. Retail sales.
Y. Small adult day programs.
Z. Theaters and playhouses.
AA. Transient occupancy uses:
Bed and breakfast inns pursuant to Chapter 18.96 (Bed and Breakfast Inns).
Hotels and motels.
18.40.030 Accessory uses. ¶
When established or constructed concurrently with or subsequent to the principally permitted use, the following uses are permitted in the C-2 district subject to issuance of a building permit, business license, or other required permit(s):
A. Accessory dwelling units and junior accessory dwelling units pursuant to Chapter 18.104 (Accessory Dwelling Units).
B. Certified farmers’ markets.
C. Cottage food operations pursuant to Section 18.88.050 (Cottage food operations).
D. Home occupations pursuant to Section 18.88.040 (Home occupations).
E. Mobile food sales pursuant to Chapter 18.100 (Mobile Food Sales).
F. Second dwelling units pursuant to Section 18.84.040 (Second dwelling units).
G. Short-term rentals pursuant to Chapter 18.92 (Short-Term Rentals).
H. Signs pursuant to Chapter 18.72 (Signs).
I. Temporary outside sales such as sidewalk or patio sales not exceeding three (3) days in any thirty (30)-day period.
J. Usual and customary structures associated with a principally permitted use, including fences and walls pursuant to Section 18.84.130 (Fences, walls, hedges, and equivalent screening).
18.40.040 Conditional uses. ¶
The following uses are permitted in the C-2 district upon approval and validation of a conditional use permit in addition to any other permits or licenses required for the use.
A. Animal boarding and animal hospitals.
B. Automobile and vehicle sales and rental.
C. Building material stores and yards.
D. Car washing and detailing.
E. Clubs, lodges, and private meeting halls.
F. Drive-in and drive-through sales and services.
G. Equipment sales and rental.
H. Event centers.
I. Funeral homes.
J. Hospitals and hospice care.
K. Large adult day programs.
L. Mobile food commissaries.
M. Mobile food courts pursuant to Chapter 18.100 (Mobile Food Sales).
N. Off-site parking and shared parking facilities pursuant to Chapter 18.68 (Off-street parking). O. Outdoor commercial recreation facilities.
P. Parks, picnic areas, and playgrounds (no use permit when associated with development approved by city council).
Q. Places of worship and spiritual assembly.
R. Public and private schools.
S. Public and quasi-public facilities.
T. Residential uses:
Dormitories.
Duplex residential.
Dwelling groups.
Farmworker housing.
Multifamily residential.
Residential care homes and residential care facilities.
Single-family residential.
Single-room occupancy pursuant to Section 18.84.100 (Single-room occupancy). 9. Small employee housing.
Supportive housing.
Transitional housing.
U. Restricted personal services.
V. Restricted retail sales (off-sale alcoholic beverage sales by right).
W. Recreational vehicle parks pursuant to Section 18.84.080 (Recreational vehicle parks).
X. Vehicle storage.
Y. Vehicles for hire.
Z. Other uses similar to those listed in this section.
18.40.050 Lot requirements. ¶
A. Minimum parcel size: Two thousand five hundred (2,500) square feet.
B. Minimum width: Twenty-five (25) feet.
C. Minimum depth: One hundred (100) feet.
18.40.060 Development standards. ¶
A. Dwelling units per acre: One (1) to twenty (20) units.
B. Maximum lot coverage: Seventy-five (75) percent.
C. Maximum building height.
All uses, except as specified herein: Forty-five (45) feet.
Accessory structures: Twenty (20) feet.
Building and structures taller than established height limits may be permitted pursuant to Section 18.84.190 (Height limits).
D. Minimum setbacks.
Front yard.
a. Nonresidential and vertical mixed-use: None.
b. Residential use: Ten (10) feet.
Rear yard.
a. Nonresidential and vertical mixed-use.
i. Adjacent nonresidential or vertical mixed-use: None.
ii. Adjacent residential: Ten (10) feet.
b. Residential use: Ten (10) feet.
Side yard.
a. Adjacent nonresidential or vertical mixed-use: None.
b. Adjacent residential: Ten (10) feet.
E. Minimum distance between buildings: As required by California Building Code.
F. Minimum parking: As specified in Chapter 18.68 (Off-Street Parking).
