§ 6.40.010. Animal possession prohibited when.¶
No persons, other than an officer lawfully obtaining possession under Chapters 6.16 through 6.80, shall hold or retain possession of any dog or other animal for a period of longer than twenty-four hours unless they hold title to such animal or have the consent of the owner thereof; or unless such person shall have reported the fact of such possession, the manner of acquiring the same, a true description of the animal and the person’s name, address, and telephone number to the animal control officer.

§ 6.40.020. Vehicle injuring animal – Operator duties.¶
Every operator of a self-propelled vehicle upon the streets and ways of the city shall upon injuring, striking, maiming or running down any domestic animal immediately notify the animal control officer, furnishing sufficient facts relative to such injury.
