Sec. 3.04.010. - Form, content and execution of city warrants; use of facsimile…¶
All warrants, orders or checks upon the city treasury for the payment of any money shall be executed and countersigned by two of the following three persons: mayor, treasurer or the acting city manager. In every warrant, order or check so drawn shall be specified the name of the person to whom the same is payable, the date and amount thereof, the services or indebtedness for which it is to be issued and the fund out of which it is to be paid and shall be made payable to the person named therein or to his order. Any person required or authorized pursuant to this section to sign, or countersign, any warrant, order or check upon the city treasury may execute such warrant, order or check by means of a facsimile signature in lieu of his manual signature upon the filing and certification of such person's manual signature in accordance with the Uniform Facsimile Signature of Public Officials Act (Government Code § 5500 et seq.) as the same now exists or as may be amended from time to time. Whenever any warrant, order or check is for an amount payable in excess of $10,000.00, the same shall be signed by the mayor and one of the other two persons designated above and such signatures shall be affixed manually and not through the use of facsimile signature.

Sec. 3.04.020. - Special gas tax street improvement fund.¶
(a) Created. To comply with the provisions of Streets and Highways Code § 2113 and to avail itself of the benefits of Streets and Highways Code §§ 2106 and 2107, there is hereby created in the city treasury a special fund to be known as the "special gas tax street improvement fund."
(b) Composition. All monies received by the city from the state under the provisions of the Streets and Highways Code for the acquisition of real property or interests therein or for engineering or for the construction, maintenance or improvement of streets or highways by the city, and all interest received from the investment thereof, shall be paid into the fund created by this section.
(c) Expenditures. All monies in the fund created by this section shall be expended exclusively for the purpose authorized by and subject to the provisions of the Streets and Highways Code.

Sec. 3.04.030. - Air quality improvement vehicle registration fee and trust fund.¶
(a) Definitions. As used in this section, the following words and terms shall be defined as follows:
Fee administrator means the finance director of the city or his designee.
Mobile source air pollution reduction programs means any program or project implemented by the city to reduce air pollution from motor vehicles, which it determines will be consistent with the California Clean Air Act of 1988 or the plan proposed pursuant to article 5, commencing with Health and Safety Code § 40460.
(b) Administration of vehicle registration fee. The vehicle registration fee shall be administered as follows:
(1) Receipt of fee. The additional vehicle registration fees distributed by the SCAQMD and remitted to the city, pursuant to this section, shall be accepted by the fee administrator.
(2) Establishment of air quality improvement trust fund. The fee administrator shall establish a separate interest-bearing trust fund account in a financial institution authorized to receive deposits of city funds.
(3) Transfer of funds. Upon receipt of vehicle registration fees, the fee administrator shall deposit such funds into the separate account established pursuant to subsection (b)(2) of this section. All interest earned by the trust fund account shall be credited only to that account.
(4) Expenditure of air quality trust fund revenues. All revenues received from the SCAQMD and deposited in the trust fund account shall be exclusively expended on mobile source emission reduction programs. Such revenues shall be expended within one year of the completion of the programs.
(5) Audit. The city will permit an audit of all programs and projects funded by vehicle registration fee revenues received from SCAQMD, pursuant to Health and Safety Code § 44223. The audit shall be conducted by an independent auditor selected by the SCAQMD as provided in Health and Safety Code § 44244.1. If a public hearing is conducted by the SCAQMD pursuant to Health and Safety Code § 44244.1, the city may present information related to its expenditure of the fee revenues received.
